Job Description Reporting Relationship Report Directly to the Clinical Operations Manager (COM) or anyone else as directed by the COM Purpose of the Post 1. To ensure Trinity Care Nursing Homes exceed regulatory and internal requirements and standards.
2. To provide a homely friendly environment for our residents.
3. To meet the requirements of the role you hold as outlines below.
Roles and Responsibilities Role Specifics The foregoing should not be considered exhaustive 1. Undertake the role and responsibilities of the Person-in-Charge in line with the Health Act 2007 (Care and Welfare of Residents in Designated Centres for Older People) Regulations 2013, related regulations and the Health Information and Quality Authority (HIQA) standards.
2. To ensure compliance of operations in line with HIQA Terms and Conditions of Registration.
3. Send notifications to HIQA as and when is required 4. Take the lead during HIQA inspections, take notes throughout 5. Review draft actions plans, make notes of discrepancies and highlight to HIQA, be involved in the response to the draft.
6. Keep up to date with HIQA developments 7. Carry out audits as identified by the management team or anyone else with such authority.
8. Develop, report and monitor KPI's as identified through the management team meetings.
9. Be the officer responsible for complaint and compliment management.
10. Be the officer responsible for alleged Safeguarding concerns and the following investigations.
11. Oversee the organisation and management of the nursing home.
12. Maintain awareness and oversight of the day-to-day systems of work and routines and review as necessary.
13. To market and promote the services and reputation of the home and Trinity Care.
14. Participate in the operations and the management team.
15. Attend and participate in group meetings e.g.
weekly occupancy meetings.
16. Take on other such duties as the COMs/CEO may require from time to time.
17. Carry out all duties in accordance with Trinity Care's policies and philosophy.
18. Deal with any correspondence as requested by the COMs/CEO 19. Oversee and co-ordinate the quality and safety system including all aspects of risk management and resident involvement.
20. Be responsible for the security and safety of the environment at all times, ensuring that fire regulation are strictly adhered to, equipment maintained and fire drills held frequently.
21. To ensure that all near misses, accidents and incidents are reported and recorded immediately, or within 24 hours of their occurrence.
22. Contact the insurance company regarding any incident/accident with residents or staff that may lead to further actions.
23. Liaise with HR in relation to any staff near misses, incidents or accidents and potential personal injury claims. 24. Identify financial expenditure and value for money related to resident requirements.
25. In conjunction with the CFO and CEO set the annual budgets, targets and debtor control.
26. Work within allocated budgets for purchases and staffing relative to occupancy and provide annual capex to finance.
27. Ensure that all residents have a financial assessment completed prior to admission.
28. Ensure direct debits for the nursing home payments and pharmacy payments are completed 29. Ensure residents admitted with TCF funding have fair deal in place before it expires.
30. Apply for TCF extension if necessary to ensure funding is secured for nursing home bed.
31. Follow up with resident/NOK where payment is late 32. Manage bad debts.
33. To ensure a high occupancy rate within the home through the steady inflow of new residents through liaising with various referrers e.g.
hospitals etc 34. Endeavour to keep abreast of recent trends and developments within the Healthcare and Medical sector.
35. Lead, by example, a professional, punctual and dedicated team 36. Ensure all employees understand the aims and objectives of the nursing home and Trinity Care.
37. Maintain a detailed record management system for clinical and non-clinical cases.
38. Participate in the recruitment, development and supervision of staff.
39. Motivate team members, by agreeing goals and objectives, through performance review.
40. Monitor and review sick leave.
41. Ensure staff wear the correct uniform.
42. Promote and ensure the policy where the English language only must be spoken while on duty.
43. Facilitate the arrangements necessary and participate where appropriate, in education and training of other staff as the need arises.
44. Attend and support staff development activities, training courses, seminars etc from time to time as requested by the employer.
45. Read current books, magazines, and journals in order to keep abreast of changes and developments in the field of nursing and nursing homes.
46. Be responsible for the development, review and implementation of policies and procedures 47. To maintain ongoing assessment and reviews of all residents.
48. Take responsibility for your actions and omissions and be accountable for the same Clinical 1. To provide, through high standards of professional practise, a caring environment conducive to the physical, emotional, social and spiritual needs of each resident in the nursing home in a way that ensures their privacy and dignity and enhances their quality of life.
2. Ensure that the care and service to the resident and families is consistent with the mission, vision, values and strategic plan of the nursing home 3. To be involved in the residents' welfare in a "hands-on" capacity.
4. Demonstrate behaviour consistent with the values of the nursing home.
5. Carry out assessments of potential residents pre-admission to determine if the services offered by The nursing home meet the needs of the client.
6. Encourage recognition of the resident as an individual; ensuring residents' needs and comfort are given priority 7. Oversee the delivery of services with all members of the teams.
8. Be responsible and accountable for the standard and quality of the nursing care provided in the nursing home.
9. Communicate with relevant teams regarding on-going operations 10. Communicate with residents, relatives and visitors on an on-going basis 11. Attend/chair meetings as required and keep staff briefed on developments in the nursing home 12. Display the ability to analyse information and situations on which to base decisions and the ability to prioritise and meet deadlines.
13. To review as necessary a care plan for each resident based upon an assessment carried out by a qualified nurse employed by the nursing home.
The care plan is formulated and reviewed in conjunction with the patient, the family or outside agency as appropriate.
14. To ensure residents have access to proper health care, dentists, opticians, audiologists, chiropodists, physiotherapists etc and to be responsible for making suitable arrangements for these and other services.
15. To ensure residents have access to the National Screening Services 16. Liaise with external organisations in order to promote and maintain good working relationships and high standards of nursing and service for residents.
17. To ensure that drugs/medications are stored and administered strictly in accordance with NMBI.
These drugs are to be administered as prescribed by a medical officer.
18. To arrange for the relevant pastoral care by clergy/ pastors of various denominations, which shall include appropriate acts of worship.
19. To ensure that there are adequate facilities and opportunities for residents' social interaction.
Develop social and leisure activities to enhance the quality of residents lives.
20. To ensure that daily routines are planned so that the residents experience flexible, sympathetic, and consistent regime with opportunities to exercise independence and personal preference.
21. To be responsible for the management of an infectious disease outbreak, liaising with other agencies such as Public Health, HIQA etc 22. To be responsible for the efficient running of the domestic character of the nursing home including: - Furniture, fittings, and equipment are property maintained.
- Adequate and properly used laundry facilities.
- Good standards of food preparation in accordance with current HACCP regulations, menu choices, cooking, serving and ensuring that the dietary needs of residents is met.
- Supplies are ordered economically and on time 23. Be aware of the confidential nature of the work and in particular, the right of residents to confidentiality.
To this end you will not discuss workings of the nursing home or its residents with people outside the home 24. Ensure that case records and personal information on all residents are regularly updated, kept in a safe place, and confidentially respected.
Premises Be responsible for ensuring: 1. High standards of hygiene and cleanliness in the nursing home 2. Provision of a comfortable, lived-in environment 3. Provision of adequate heating, water at the specified temperature and proper ventilation 4. Be responsible for ensuring the proper repair and maintenance of equipment and that any malfunctions in heating, lighting, water, cooking facilities or emergency systems are reported immediately.
5. Adequate measures have been put in place to ensure the security of the premises Staff 1. Be responsible and accountable for the standard and quality of the nursing care provided in the nursing home 2. Be directly involved in the selection process of all staff, including nursing, care, catering and domestic, and to have an oversight in the engagement of all other persons for the nursing home.
3. Be responsible for the implementation of a programme of assessment and evaluation based upon a resident dependency model approved by Trinity Care.
4. Have input into the drawing-up of job descriptions for all staffing areas 5. Deploy nursing and care staff according to their job descriptions and contracts of employment, 6. Be responsible for ensuring that a sufficient number of suitably qualified and competent staff are on duty at all times, having regard to the dependency of residents and the staffing policies and protocols approved within the nursing home.
7. Deal with daily rostering of staff and sick leave management.
8. Be responsible for setting standards and maintaining staff discipline and to have a working knowledge of staff Disciplinary and Grievance Procedures.
9. Ensure qualified staff maintain their own professional competence.
10. Arrange effective induction, supervision, and assessment of staff.
11. Ensure that all new staff have a training needs analysis completed and complete Manual Handling, Patient Moving, Fire Awareness and Safeguarding training 12. Be responsible for good communication/relationships with and between staff, arrange, and attend regular staff meetings.
13. Endure all staff are familiar with Health, Safety and Welfare at Work regulations procedure in the event of fire and accident reporting procedures.
14. To treat all staff fairly and justly and be prepared to deal with their needs.
Family/Next of Kin 1. Gain and build relationships with all next of kins 2. Know all residents by name, and their NOKs.
3. To actively encourage family/next of kin participation in the care planning and general welfare of the relatives.
4. Inform the family/next of kin in the event of the resident's deterioration of health, accidents/incidents, hospitalisation, or death and advise relevant Minister of Religion accordingly.
Eligibility criteria Experience Essential: - Minimum three years (within the last 6 years) post graduate experience of nursing Older People.
- Minimum of three year's experience in Management - NMBI Registration - QQI Level 6 in Leadership/People Management at minimum - Post graduate qualification in Gerontology or clinical management - Have an in-depth knowledge of the ageing process - Maintains Professional development on a continuous basis Essential skills, competencies, attributes and/or knowledge Professional Knowledge Essential: 1. Knowledge of HIQA's National Quality Standards for Residential Care Settings for Older People in Ireland, and others as applicable 2. Demonstrate sound knowledge of older people.
