About us The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.

Purpose of the Post - Manage and support the Diabetic RetinaScreen Programme business systems

Principal Duties - The position of Grade VII encompasses both managerial and administrative responsibilities which include the following:

Manage the business IT infrastructure the supports the operational activities of the programme Actively manage the resolution of any DRS Programme business IT systems issues/bugs in conjunction with supporting teams/vendors in a timely manner. Manage the planning and delivery of the DRS Programme business systems development roadmap. Ensure all DRS Programme IT systems maintained in a proactive fashion to ensure low levels of downtime. Escalate business systems related issue when required to ensure continuity of service delivery. Oversee the efficient day-to-day operation of all DRS Programme IT systems to ensure all pathways can be delivered in an efficient manner. Identify potential operational or business gaps/weaknesses that can be addressed/improved by IT system development. To draft relevant technical reports as appropriate to the role to satisfy the requirements of the section or in support of business initiatives. Draft and maintain relevant IT system programme documentation (e.g.
requirement specification, IT system SOP's etc.). Support and address external stakeholder queries when they arise / escalate as required. Support the development and monitoring of quality standards and key performance indicators for the programme. Contribute as necessary to the preparation of activity plans, operational plans, budgets and operational reports. Present project updates and report to line manager, teams and high level multidisciplinary stakeholders. Please refer to detailed job description below: The person - Eligible applicants will be those who on the closing date for the competition:

Have satisfactory experience as a clerical officer the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

Or

Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1.
Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.

Or

Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

Post Specific Requirements (i) Excellent Communication (Verbal and Written), analytical and problem-solving skills, with demonstrated ability to think creatively and independently with experience in partner/ vendor management.

(ii) Experience in overseeing the design and implementation of change for critical business system.

(iii) Excellent interpersonal skills and ability to communicate effectively with both technical and nontechnical individuals.

(iv) Experience of working in a busy office environment that has involved dealing with senior management and other key internal and external stakeholders.

(v) Significant experience of working within a multi-disciplinary team setting.

(vi) Good understanding of change management principles, techniques & tools, with demonstrated experience in programme/ change management in a service delivery environment (desirable)
