Purpose of the job The efficient day to day management, operation and delivery of salaries/ wages & travel expense functions within the Association in line with the mission statement, quality systems and the Association's financial procedures.
Main Duties & Responsibilities        Responsibility on a day to day basis for the salaries/wages function, ensuring it operates efficiently and effectively.
       Responsibility on a day to day basis for the processing of payroll data, to ensure high quality and efficient data processing and to minimise errors and the accurate payment of all staff.
       Responsibility for the accurate processing and payment of travel expense claims.
       Responsibility to ensure that payroll and travel expense claims are paid by due dates.
       Operate the Association's relevant information systems to accurately capture and process all required data and to recommend & implement any information system upgrades/improvements.
       Be familiar with and utilize external information systems where appropriate e.g.
ROS, banking on line.
       Prepare payroll costings as required e.g.
for annual leave premium or for pay increases.
       Keep up to date with relevant statutory legislation, tax and PRSI codes and associated policies and ensure that they are complied with.
       Prepare submit all relevant statutory and non-statutory returns in a timely manner e.g.
P30, P35, P60, Fas returns, CSO        Ensure all statutory and non-statutory deductions are taken as prescribed and that they are paid over to the relevant parties in a timely manner.
Reconcile deductions taken with amounts paid over on a regular basis.
       Ensure that all amounts due to the Association e.g.
overpayments, VHI, advances are identified each payroll period and notified to the relevant party and recovered in a timely manner.
       Liaise with other staff e.g.
HR/Accounts/Service Managers to ensure that the payroll department operates in the most efficient manner.
       Liaise with staff as required to answer queries or to communicate issues to them.
       Ensure that all material whether electronic or printed is filed in an orderly manner and retained in accordance with record management procedures.
       Generate reports and provide information to assist in the preparation of financial budgets and similar tasks.
       Critically analyise the operation of the payroll department on a regular basis and liaise with Finance Manager to implement change to improve processes to increase efficiency within the department.
       Provide cross cover to accounts department as required.
       Any other appropriate duties that may be assigned by the Finance Manager.
    Working Relationships and Communication:        Understand and operate all relevant local and organisational procedure, directives and general information made available through the line manager.
       Develop and contribute to good working relationships in the Organisation and with all other relevant personnel.
       Report to and appraise line manager or designate of all work related issues and difficulties.
       Follow the Association's Grievance and Disciplinary Procedure, available in the Association's Staff Handbook.
       Maintain strict confidentiality relating to matters regarding personnel and services.
       Attend and actively participate in staff meetings as required.
       Actively participate in supervisory support as per Organisation Procedure.
  General:        Promote and develop good community networks which support inclusion and integration for persons we support.
       Promote a positive image and name of the Association in the wider community.
       Be accountable and responsible for input into service planning and delivery, together with job performance as per role within the Association.
       Promote dignity at work and show respect to persons we support, colleagues and stakeholders in the course of duty.
       Act in a confidential manner when dealing with personal information relating to person we support, families and staff        Attend staff training events as required and implement learning in the workplace.
       Perform any other appropriate duties as requested by service or department manager.
  Conditions:        The Job Description forms an integral part of the Contract of Employment, together with the Association's Staff Handbook.
       Flexibility in working hours may be a feature of this position, to meet the needs of the department.
       To engage with and use the technology systems and packages provided by the Association to support day to day work and future planning needs.
       You will receive support and supervision from your line manager regarding your day to day work through the Supervisory Support Process in place in the Association.
       Clean Driver's License is desirable.
