Tallaght University Hospital (TUH) is a model 4, voluntary, academic teaching hospital partnered with Trinity College and situated in south west Dublin.
With a staff of over 4,000 people from 63 different countries, it provides both acute and tertiary care to an increasing population of circa 800,000 people and is a provider of local, regional and national specialties.
It is also a National Urology Centre, the second largest provider of dialysis services in the country, Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region, which serves a population of over 1.2 million across seven counties, and operates under the governance of an independent Board of Directors who give their time on a voluntary basis.
TUH is also supported by the Adelaide Health Foundation, the Meath Foundation and Tallaght University Hospital Foundation.

GENERAL ACCOUNTABILITY Maintain throughout the Hospital an awareness of the primacy of the patient in relation to all Hospital activities.
Together with the other members of the Hospital's Management Team, act as an ambassador for, and lead the entire staff in achieving the Hospital's Mission, Vision, Values and Strategic Goals, as envisaged in the Charter.
Contribute to the Hospital's aspiration to be the employer of choice in the Health Services.
Commit to continuing professional development through education, training and research activity appropriate to the position.
Be an advocate for and promote personal and organisational development consistent with the strategic goals of the Hospital and the Health Strategy.
Facilitate the development of an organisational culture aligned to the Hospital's strategic direction through integrated communication strategies with major stakeholder groups.
Promote the development of an inter-disciplinary approach to patient care within the Hospital.
Promote open communications, continuous improvement, fairness and transparency throughout the Hospital.
Work towards the further development of partnership with staff and their representatives and with third parties with whom the Hospital has an association including Trinity College, the Department of Health, and the Health Service Executive, various educational institutes, the community in Tallaght, other healthcare providers and the wider community which the Hospital serves.
Ensure the delivery of the service plan and compliance with HSE targets.
Ensure implementation of Board decisions.
SPECIFIC ACCOUNTABILITY Develop and maintain a close working relationship with the Hospital Board to enhance the contribution of the Board in the management processes of the Hospital and enable the effective and efficient governance of the Hospital.
Represent the Hospital, and negotiate and liaise with the Health Service Executive, Department of Health and other service providers regarding a range of issues impacting on the resourcing and operations of the Hospital.
Ensure that the needs of patients, clients and carers are at the core of the way the Hospital delivers services.
Foster an organisational culture which is driven by the values of the Hospital, is responsive to change and encourages continuous improvement.
Meet regularly with the Executive Team to discuss proposed policy, planning and operational matters, monitor developments and facilitate the effective and efficient management of the Hospital.
Establish effective decision-making and delegation processes to ensure the smooth operations of the Hospital.
Communicate with Hospital staff at all levels to provide an understanding of relevant Hospital strategies and the underpinning plans and measure, and to build a common sense of purpose towards the achievement of the Corporate Goals.
Represent the Hospital in the community and consult TCD, key professional representatives, local government, media, community groups and other providers to gain support for key initiatives and developments and to maintain an awareness of trends and developments and their relationship to future programs and services.
Strategic Leadership Provide clear leadership for the Hospital in the development of business plans, ensuring these reflect and contribute to meeting targets set by the HSE.
Develop a common understanding of the vision and strategic aims of the Hospital.
Establish and maintain prudent risk management strategies and ensure that all of the Hospital's operations are consistent with relevant policies and procedures.
Provide clear and positive leadership to ensure all staff are motivated, engaged and committed to achieving the business plan.
Corporate Management Appropriately delegate to the Senior Executive Team to ensure effective operational management, fostering a holistic approach and creating synergies across Departments and Directorates.
Continually evaluate and review all services in order to deliver user centred treatment and care.
Change systems and practices as necessary to improve services and establish a culture of continuous improvement.
Monitor and report on the total performance of all aspects of the Hospital's operations to ensure consistency and adherence to the Corporate Strategy, Service Agreements, relevant acts and regulations and commercial contracts or agreements.
Ensure Board policy is reflected in the Hospital's operations and decision-making processes through establishing appropriate organisational, staffing and committee arrangements to enable the effective and efficient operations of the Hospital and the achievement of its corporate objectives.
Resource Management Manage the financial resources, human resources and Hospital facilities to ensure cost effective performance and management of the Hospital, monitor and report to the Board on performance against plans and utilisation of resources, and initiate corrective action as required.
Ensure that robust financial systems and controls are in place to achieve "break-even" on budgets and that immediate action is taken to control over-spends.
Develop through the Executive Team, management information on financial spend and inter-linkages such as overtime, absence and agency costs, to inform management and control of budgets.
Ensure that people management practices support continuous improvement in staff capability and quality of services including encouragement of and widening participation in learning opportunities.
Monitor the outcomes of the Hospital's performance and service plan, financial performance and compliance with budgets, financial policies and procedures and initiate corrective action where appropriate.
Governance Oversee the preparation and submit the Annual Report, and any other reports which may be required, to the Hospital Board and other statutory authorities as appropriate and required.
Ensure that members of the Board are sufficiently informed to enable them to meet their statutory requirements and ensure the effective execution of their duties.
Ensure that all contracts, agreements entered into by the Hospital are ethical, lawful and comply with Board policy, relevant legislation and Ministerial directives.
PERSON SPECIFICATION QUALIFICATIONS & EXPERIENCE Each Candidate must: Be educated to master's level in a relevant management qualification.
Have a minimum of five years' experience of working at senior management level in a large complex healthcare or relevant organisation with a large and diverse workforce.
Possess highly developed and proven skills associated with the management of a large complex healthcare or relevant operation, the achievement of contractual and performance targets and the successful management of human and financial resources and assets.
Possess highly developed communication and interpersonal skills and an ability to liaise and negotiate with executives, government agencies and trade unions on complex and sensitive issues.
Have the ability to translate current Government policy to maximise benefits for the organisation and its stakeholders in a dynamic environment.
Key Selection Criteria Demonstrate capacity to embed commitment to and the achievement of Excellence in Care.
Demonstrate high level organisational skills, including strategic planning, risk management, financial and people management skills.
Demonstrate understanding of Corporate Governance principles and the capacity to apply these to maximise the effectives of the Board.
Demonstrate proven ability to drive a strategic planning process that fully engages the Board and all levels of staff in the achievement of identified outcomes.
Demonstrate ability to lead and develop a cohesive and committed senior management team through collaborative decision-making and shared values.
Demonstrate capacity to establish an organisation culture of open communication, continuous improvement, fairness and transparency.
Reward & Recognition The appointment is fulltime for an initial period of 5 years and is pensionable.
Remuneration is in accordance with the HSE Salary Scales, Grade code 0076: Salary €160,326 .
The annual leave entitlement is 30 working days per year plus 10 bank holidays as they occur.
The leave year runs from 1st April to the 31st of March each year.
Normal working hours are 35 worked over 5 days.
In addition you will be required to participate in the Executive Management Team on-call rota.
Your contracted hours of work may be liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
