Emea Commissioning Lead – Execution Oversight Team

Microsoft's Cloud Operations + Innovation (CO+I) organization is the engine that powers our cloud services. Our data center construction team is dedicated to delivering the highest quality data centers for our cloud services. As we continue to revolutionize the way construction projects are planned, managed, and executed, we are seeking a highly motivated and detail-oriented Quality Manager to join our diverse and inclusive team. This role will play a crucial part in ensuring the high standard and reliability of our product.
As part of the regional Engineering, Procurement and Construction (EPC) Execution Oversight Team (EOT), the key responsibilities are to work cross-functionally with other EOT team members to provide oversight on the consistent implementation of the project SLA and functional governance, perform project health analysis against the approved SLAs/scope/execution plan/cost/schedule, assist with project setup, evaluate site resource effectiveness, conduct spot audits, and assist with onboarding and training of the site-based team. The team will be dedicated to this scope and will not be assigned to specific projects or other functional/regional activities. The project reviews and assessments will be as per the EOT roadmap and/or managed by exception should a critical priority be raised within the region. The team will be based in a hub location and will travel together to the site as per the roadmap and business critical priorities.
The CO+I Commissioning team is responsible for managing the end-to-end delivery of new data center capacity for CO+I. Through development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and virtual teams to successfully deliver multi-million dollar, multi-year data center construction programs.
As a Commissioning Lead on the Data Center Delivery EOT Team, you will be an experienced commissioning capacity delivery manager with well-rounded experience of delivering projects. Your focus will be Cx capacity delivery while upholding the company values of safety, quality, schedule, contractual obligations, and cost in challenging project environments.
This role is located in Dublin, Ireland.

ResponsibilitiesBusiness Processes: Reports to the CO+I Regional Commissioning Director with reporting structure to an Execution Oversight Team Lead.This position requires a senior level of understanding of Safety, Datacenter Commissioning, Project Management, Telecommunications, and Mission Critical Operations.Create and/or maintain best practices to identify and incorporate quality and cost-effective solutions.Development of commissioning reports to best understand and communicate project status.Development of financial reports to best understand and communicate project status.Travel required.Communications: Regularly review assigned project construction progress, QA/QC, commissioning progress, issue status, and metrics to report to management.Ability to communicate across various teams and build a cohesive team environment.Ability to communicate solutions in a collaborative manner.Accountability: Travel to projects to ensure consistent operations and efficiencies across the region, including project setup, onboarding, training, audit, assessing resource effectiveness, and conducting project health checks.Responsible for developing, managing, and reporting on scope, schedule of the commissioning process for CO+I projects.Reporting of the Commissioning process to management on a regular basis.Responsible for being able to effectively evaluate project status and develop timely and cost-effective solutions for safe delivery within budget, quality, and schedule.Collaboratively driving solutions to impact successful delivery of projects under challenging conditions.Work independently in support of the CO+I Program.Strategy And Development: Coach and mentor project teams in successful data center commissioning project delivery strategy in alignment with the CO+I roadmap.Refine practices/policies and develop methods/techniques for driving solutions including development of commissioning procedures.Provide training and technical support to stakeholders on commissioning process, automated commissioning management system, specifications, and best practices.Provide Vendor oversight and performance management (Scorecard driven).Review of contracts and other project approval tools & templates.QualificationsRequired Qualifications: Construction QA/QCProject ManagementData Center CommissioningData Center Operation and MaintenanceUnderstanding of UPS systems, switchgear, generators, and critical mechanical systemsAble to develop and write detailed Commissioning ScriptsIssue identification and resolution managementProficiency with MS Office (Outlook, Word, Excel, PowerPoint), MS Visio, MS Project, MS TeamRequired Education/Experience: Bachelor's Degree/Diploma in Mechanical Engineering, Electrical Engineering, Building Services, Technology, Computer Science or related field AND technical engineering experienceSignificant experience in Data Center facility construction and/or commissioningConstruction experienceSignificant experience with electrical and mechanical test equipmentPreferred Qualifications: Commissioning CertificationOSHA 30 or equivalent qualificationNFPA-70EProject Management Professional (PMP) certificationOther Requirements: Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to Microsoft Cloud background check upon hire/transfer and every two years thereafter.
