Servisource is currently recruiting on behalf of our public sector client for aGrade VII Patient and Safety Manager Start date: Immediate start required Duration of post: 1 year contract. Working week: 35 hours, Monday to Friday, 9am 5pm Salary: €55,849-€72,602 Location: Mullingar, Westmeath Principal Duties and Responsibilities Leadership & Managing Change Support the Hospital Management Team in establishing a proactive risk management culture, focusing on patient safety within clinical divisions and departments. Promote and facilitate all aspects of risk management throughout the hospital and support effective clinical governance and the implementation of standards for safer better healthcare in the Hospital. Encouraging leadership at all levels of services in embedding Quality and Risk Management throughout the hospital. Maintain a good understanding of internal and external factors that can affect the quality and safety function, including awareness of national and local issues particularly as they pertain to patient safety intelligence. Contribute to the preparation and execution of plans for RHM. Support the delivery of all key performance measures as outlined by the Ireland East Hospital Group/National HSE. Demonstrate effective leadership through exemplary people management, and adherence to Human Resources policies and procedures. Develop, implement and manage appropriate key performance measures and metrics which focus on Quality and Risk activities and be accountable for ensuring compliance with targets. Analyse trends, undertake the forecasting and interpretation of data to inform service change for improved performance. Determine information needs and ensure appropriate timely data collection mechanisms are in place to support capacity and demand analysis. Provide support in developing and implementing an on-going organisational development programme within Regional Hospital Mullingar in line with the Ireland East Hospital Group Strategic Development Plan. Ensure that any improvement actions are financially viable whilst also being clinically sustainable. Ensure the optimum use of resources to establish and maintain effective management processes which ensure financial and headcount control. Operational Management Ensure the efficient administration of the Clinical Risk function. Ensure that quality, patient safety and risk management regional and national reporting requirements are effective and timely. Ensure the efficient administration of the quality, risk and patient safety data management function. Make appropriate use of technology to advance the standard of quality information. Strengthen governance through the development of structured mechanisms for feedback to staff on the safety of the serviced provided across the area. Develop and co-ordinate a risk management programme across the hospital to effectively manage, measure and monitor risks. Promote best evidence risk management practices that foster a fair, open and learning culture Implement systems and processes to ensure that the hospital learns from incidents and claims analysis Work with managers and staff to critically analyse adverse incident trends and advise on strategies to reverse or eliminate identified patterns that create challenges. Analyse and interpret incident data identifying trends. Support and implement initiatives to reduce clinical risks identified by incidents and near misses. Liaise closely with all relevant departments and services within the hospital in the development of policies, procedures and guidelines for risk management. Communication Ensure appropriate stakeholder involvement and ensure that there are mechanisms to seek feedback to help improve services. Maintain effective communications with all teams within the hospital and with the HSE as appropriate. Develop effective partnerships with external organisations and other stakeholders as appropriate for the Risk portfolio. Represent Regional Hospital Mullingar as required and ensure the hospitals objectives are shared with relevant stakeholders. Provide leadership in relation to the further development of a culture which seeks to promulgate lessons learned from adverse events, as well as successful initiatives within the hospital. Demonstrate pro-active commitment to all communications with internal and external stakeholders. Quality Management Development and presentation of quality and patient safety data to and for variousconstituents. To identify risk management issues and reduction of risk within the remit of the post. Assist in promoting, shaping and delivering on the risk agenda within the hospital. Assist Managers in their delivery of high-quality patient care within their areas of responsibility in line with the governance structures and processes. Identify areas for continuous quality improvement and work with various stakeholders to improve processes, systems and practices. Hospitals Accreditation processes (for example JAG, JCI and HIQA) and other quality management systems in the hospital or Ireland East Hospital Group. Development of a Quality Improvement Plan for the hospital and monitor and evaluate its implementation, initiating realignment where appropriate, in collaboration with relevant stakeholders Oversee the development of guidelines and information on various components of risk management for dissemination throughout the hospital. Design and deliver systems of high quality and safe patient care. Coordinate the collection, measurement and presentation of data required for monitoring risk management indicators. Education and Training Provide advice on a day to day basis for staff with regard to the management of clinical incidents and risks; Provide formal education, updates and training as appropriate to the role. General Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. Eligibility Criteria An academic award in Healthcare Risk Management or Healthcare Quality Management at level 6 (or higher) on the Quality and Qualifications Ireland (QQI) National Framework of Qualifications (NFQ) or equivalent OR A professional qualification in a health-related area AND 1. A track record of delivering on the quality and risk agenda across one or more roles and 2. Significant experience of working in an acute hospital setting and 3. Experience of playing a role in delivering a significant programme of change and 4. Experience of Risk management and 5. Experience of working in healthcare in a role that has involved patient safety and risk & incident management as relevant to this role and 6. Experience of working collaboratively with multiple stakeholders in leading on patient safety projects/initiatives. and 7. Experience of implementing and working within legal and regulatory requirements and monitoring compliance with same.
