Full details are available on the Heritage Council's website: The ICT Policy and Projects Manager will be responsible for delivering secure, modern Digital Systems for the Heritage Council, playing a key role in implementing the Council's new Digital Strategy.
This role involves a wide range of management activities to ensure the Council's IT operations are efficient, compliant, and aligned with strategic goals.
Main Responsibilities: Policy Development & Strategic Planning: Work closely with senior management to develop IT strategies, objectives, and roadmaps that align with the Council's goals.
Provide leadership in translating business needs into IT initiatives and ensuring resources are allocated effectively to support best practices.
Governance & Compliance: Establish and maintain IT governance frameworks, policies, and procedures to ensure compliance with regulatory requirements and industry standards.
Regularly assess and audit IT controls, processes, and risk management practices, working with legal and compliance teams to address any issues.
Project Delivery: Lead the implementation of the Council's five-year Digital Strategy, focusing on Digital First/Cloud technologies.
Manage the development of digital systems that improve infrastructure, applications, data handling, and business processes.
Recommend and embed best practices across the organisation.
Ongoing ICT Management: Oversee the day-to-day ICT operations, including supporting the outsourced contractor handling the Council's ICT needs.
Monitor and maintain ICT infrastructure, including hardware, software, and networks, while managing the ICT budget.
Serve as the primary IT contact for staff and stakeholders.
Risk Management & Cyber Security: Implement a robust risk management process from a Digital First/Cloud perspective, developing strategies to mitigate risks and ensure business continuity.
Keep up to date with emerging technologies and security threats, ensuring the Council complies with National Cyber Security Baseline Standards.
Stakeholder Management: Manage the procurement of ICT services and relationships with third-party providers, ensuring services are delivered in line with SLAs.
Provide regular updates to senior management, the Council, and relevant committees on IT governance, compliance, performance, and risk management.
Build strategic partnerships with internal and external stakeholders to accelerate the delivery of digital services.
Training & Development: Work closely with staff on application support and information security matters.
Stay informed about the latest technology trends and best practices, and manage the delivery of ICT training to staff and Council members.
Perform other duties as assigned by the line manager or CEO.
Essential Criteria: Bachelor's degree in IT, Computer Science, or related field with 3 years of ICT project management experience, or 7 years in ICT support or infrastructure management.
Project management experience, including tech rollouts.
Knowledge of Microsoft Windows, stakeholder/client management, cyber security policies, and strong research, communication, and IT skills.
Commitment to high public service standards.
Desirable Criteria: Experience with cloud/on-premises servers, Microsoft 365, SQL Server, GIS, and Irish language proficiency.
