Summary Of The BusinessThe National Treasury Management Agency ("NTMA") provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority ("NewERA"), the National Development Finance Agency, the Ireland Strategic Investment Fund, and the State Claims Agency. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland, and Home Building Finance Ireland.

The primary responsibilities of the role encompass driving the planning, execution, and completion of projects according to agreed timelines and budget.
The role will report to the Head of ICT Project Management, which sits under the NTMA ICT Team.
Principal AccountabilitiesPlan, monitor and manage projects from initiation through completion.Participate in analysis, scope definition, planning, estimation, and design of solutions.Prepare and maintain project artefacts and documentation.Define and set clear attainable project objectives.Use formal processes and tools to manage resources, budgets, risks, and changes.Manage projects to ensure on-time completion according to specifications and within budgeted costs.Liaise with and report to Project Boards, Project Executives and the Project Management Office as required.Manage the assignment of tasks.Vendor management, where required.Knowledge and ExperienceA minimum of 5 years' project management experience, ideally within a financial services environment, managing a diverse cross functional project team.Planning, monitoring and managing a number of moderate complexity projects from initiation through to completion.Use of formal project management methodology to manage project areas such as resources, budgets, risks and changes.Financial sector industry experience, preferably with familiarity of Front and Back Office banking system operations.Specific Experience In The Following Would Be An AdvantageExperience of managing projects across a range of ICT systems, technologies, and services.Experience of managing projects for new applications and enhancements to/upgrades of existing applications.Experience of managing cloud migrations.Experience of managing data migrations.SkillsProject management.Excellent written and verbal communications.Stakeholder management, including vendor management.Problem solving.Ability to manage diverse multi-disciplined project teams.Use of Project Management Software (e.g., MS Project).Use of bug/issue tracking software (e.g., JIRA).Pension AbatementIf an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
