DescriptionMid West Community Healthcare is hiring for the role of Clinical Nurse Specialist (Mental Health) CAST.
The Community Access Support Team (CAST) is a partnership approach between An Garda Siochana and HSE Mid-West Community Healthcare Mental Health Services to meet the needs of people in mental health crisis in the right place at the right time.
The partnership aims to assess people in mental health crisis in real time in the community. A co-response will be provided by An Garda Siochana and Mental Health Services to respond to calls that have been triaged. The on-scene crisis response will involve trained members of AGS supported by an assigned CNS. The work is twofold:
Assessment when in crisis in the community and appropriate care planning.Referral to community hub – a wraparound interagency response provided by external agencies such as homeless and addiction services.The programme of work for the Clinical Nurse Specialist is guided by a number of key reports and national actions including the Report of the Commission on the Future of Policing in Ireland (Commission on the Future of Policing 2018); Sharing the Vision: A Mental Health Policy for Everyone (Department of Health 2020); the establishment of a high-level taskforce to consider the mental health and addiction challenges of persons interacting with the criminal justice system (Department of Justice 2022); Delivering Custody Services (Garda Síochána Inspectorate 2021); and Sláintecare (2017) promotes the provision of high-quality, accessible, and safe care that meets the needs of the population.
Key outcomes of the project include expanding community-based care to bring care closer to home. It is envisaged that the project will reduce the need for individuals to attend the Emergency Department and decrease the potential for the public to be inappropriately placed in Garda custody. The crisis intervention and follow-up model proposed through CAST will aim to provide the appropriate cross-sectoral supports required by the individual.
The core objective of CAST is to provide a better experience for individuals in crisis, their families, and loved ones, delivering support and intervention at the right time, in the right place with the appropriate services.
An initial twelve-month pilot will be conducted between HSE Mid-West Mental Health Services and An Garda Síochána Limerick Division. The pilot will help to establish demand and capacity requirements. The learnings established from the evaluation of the pilot will serve as the basis for the potential national rollout of CAST across all Garda Divisions and Regional Health Authorities.
