Role Profile Job Title: Senior Project Manager (ICT) Division/Function: Finance, Technology and Operations / ICT Reports to: Head of ICT Project Management Contract type: 23 Month Fixed Term Contract ** Closing Date: 21st January 2025 ** Summary of the Business The National Treasury Management Agency ("NTMA") provides asset and liability management services to the Irish Government.
It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund .
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

The primary responsibilities of the role encompass driving the planning, execution, and completion of ICT projects according to agreed timelines and budget.
The role will report to the Head of ICT Project Management, which sits under the NTMA ICT Team.
Principal Accountabilities Plan, monitor and manage projects from initiation through completion, including general ICT, business, and ICT operational/infrastructure related initiatives as required.
Participation in analysis, scope definition, planning, estimation, and design of solutions.
Preparation and maintenance of project artefacts and documentation, ensuring alignment with both organisational ICT Project Management Office (PMO) standards.
Define and set clear attainable project objectives across a variety of project types.
Manage projects to ensure on-time completion according to specifications and within budgeted costs Liaise with and report to Project Boards, Project Executives and the ICT PMO as required, highlighting key deliverables across diverse project portfolios where appropriate.
Oversee the assignment of tasks across multi-disciplinary ICT and business teams.
Provide oversight and support to relevant workstreams, ensuring alignment with organisational goals.
ICT Vendor and Supplier engagement, including vendors supporting general ICT, ICT operations/infrastructure, and broader business projects.
Knowledge Primary degree, preferably in Computer Science, Engineering, or a related discipline Formal project management qualification or certification(s) Experience A minimum of 7 years' project management experience, leading a variety of project types preferably within government or public sector, and in particular in financial management or operational areas.
Experience managing cross-functional projects, including those with IT or infrastructure components.
Proficiency in planning, monitoring, and managing projects from initiation through completion, ensuring alignment with both strategic and operational objectives.
Use of formal project management methodology (Prince2 or equivalent) to manage key project areas such as resources, budgets, risks, and changes.
Specific experience in the following would be an advantage Experience leading general ICT and ICT operations/infrastructure focused projects as part of a broader portfolio.
ICT Vendor and Supplier engagement and negotiation with ICT and ICT operations/infrastructure service providers.
Supporting ICT or ICT operations/infrastructure elements within larger business transformation projects.
Skills Leadership: Proven leadership skills to guide cross-functional teams, facilitate collaboration, and deliver projects successfully, including teams with ICT or ICT operations/infrastructure responsibilities.
Change Management: Ability to drive organisational change, including communicating effectively with stakeholders across diverse project types.
Risk Management: Expertise in identifying, assessing, and mitigating risks, including those associated with ICT and ICT operations/infrastructure elements/projects.
Strategic Planning: Skills in long-term planning, including the ability to integrate infrastructure or IT components where they intersect with organisational strategy.
Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
