National Screening Service The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.

The Opportunity The purpose of the post is to provide a consistent professional HR service across all NSS Programmes and functions underpinned by sound knowledge and principles of best practice.
Principal Duties and Responsibilities Ensure the efficient management and administration of area of responsibility. Ensure accurate and timely payroll processing in line with deadlines and service level agreements. Lead the HR Operations team to respond to queries relating to statutory and non-statutory leave, HSE policies and procedures, and the Employee Self-Service system (ESS and MSS). End-to-end management of various leave processes (including but not limited to sick leave, maternity leave, parental leave etc). Lead and coordinate HR audits and monitor internal HR systems and databases. Partner with the payroll/finance team to investigate, resolve and respond to pay queries. Maintain, analyse and evaluate HR metrics to maintain compliance, identify opportunities, improve efficiency and drive business performance. Ensure all general and personnel records and archives are accurate, maintained confidentially and readily available to the appropriate authority. Coordinate temporary appointment process including appointments to higher positions, allowances and contract expiry/extensions. Monitor and coordinate long-term absences and career breaks. Solve problems and make decisions in a timely manner, ensuring decisions are in line local and national agreements. Partner with managers and staff on a range of HR operational activities, ensuring the provision of a best practice HR service. Implement service plan and business plan objectives within area of responsibility. Lead and participate in HR related projects as directed. Make appropriate use of technology to advance the quality and efficiency of service provision. Provide administrative support for meetings and attend as required. The Person - Professional Qualifications, Experience, etc
This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other
statutory health agencies, or a body which provides services on behalf of the HSE
under Section 38 of the Health Act 2004
Or
(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of
subjects in the Department of Education Leaving Certificate Examination, including.
Mathematics and English or Irish1
.
Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
Or
(iii) Have completed a relevant examination at a comparable standard in any equivalent
examination in another jurisdiction
Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on the
National Qualifications Framework maintained by Qualifications and Quality
Ireland, (QQI).
Note1 : Candidates must achieve a pass in Ordinary or Higher level papers.
A pass in a foundation level paper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
