Details of Service: The Public Health Nursing Service is a generalist nursing service underpinned by the principles and values of primary care and public health, including those of equity and accountability.
The service is delivered within a range of settings: in the home, health centres, schools and in a variety of community settings.
As pivotal team members, Public Health Nursing staff work in collaboration and partnership with other members of the primary care team and also with acute / community hospital services, voluntary bodies and statutory and non statutory agencies.
The Public Health Nursing Services are provided at the level of the individual, delivering personalised care including the family and the community, focusing the collective health, well-being, social and nursing care needs of the population.
The service has a broad remit with multiple client groups and the focus of care incorporates primary, secondary, tertiary and end-of-life care.
The Public Health Nursing Service provides care to:
Antenatal and postnatal mothers Infants, preschool and school age children Adults and older persons Persons of all ages with a physical, sensory, and /or intellectual disability Clients with an acute, chronic or terminal illness Ethnic minority groups e.g.
the Traveller Community, those seeking asylum in
Ireland and clients with diverse cultural backgrounds. Reporting Relationship: The post holder will report to the Director of Public Health Nursing.
Purpose of the Post: The Nursing Practice Development Co-ordinator will:
Facilitate the development of a continuous process of improvement in nursing practice in Public Health Nursing Services and excellence in the quality of care being provided. The NPDC will strategically plan, develop and evaluate nursing care in collaboration with Public Health Nursing management teams and nursing staff. This role requires a combined knowledge of clinical practice, project management, service management, continuing nurse education and professional development and evaluation of outcomes.
The person will be required to participate in audit and research as determined by the role.
Eligibility Criteria Qualifications and/ or experience: 1. Professional Qualifications, Experience, etc. a) Eligible applicants will be those who on the closing date for the competition:
i.
Are registered, or be eligible for registration, in the Public Health Nursing Division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).
AND ii. Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 9 or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher standard in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area.
OR iii. Give a commitment to undertake a relevant post registration qualification at not less than Level 9 (QQI) qualification in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area within a specific time scale to be decided.
AND iv. Have not less than 5 years satisfactory experience as a Public Health Nurse in the Irish Health Sector or in an analogous post in another jurisdiction, or an aggregate of five years such experience
AND b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.
2. Annual Registration (i) Practitioners must maintain live annual registration in the Public Nursing Division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnaimhseachais na hEireann).
And (ii) Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
3. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
4. Character Candidates for and any person holding the office must be of good character.
Post Specific Requirements: Demonstrate depth and breadth of nursing experience as relevant to the role, including:
Provision of care to a mixed caseload, i.e.
incorporating both child health and clinical nursing. Implementation of quality improvement programmes, or evaluation and re-organisation of public health nursing practice as relevant to the role. Experience in the delivery of education or training. Other Requirements Specific to the post: Access to appropriate transport to fulfil the requirements of the role as this post will involve travel. Ability to be flexible in working arrangements.
