Cpl Healthcare in partnership with our client, a non-profit organisation based in Dublin, Ireland, provides services for people who are homeless and people at risk of homelessness in Ireland.
Contract: Full-time, Permanent Contract The purpose of this role is to lead the work of the policy team and its contribution, alongside Research, Communications, and Campaigns, to the overall work of the Advocacy Team in developing and promoting public policy proposals which will contribute to the elimination of homelessness.
What you will do: Manage the work of a small team of policy officers (currently two) to ensure appropriate expertise in all policy areas relevant to tackling homelessness.Work closely with the other functions within the Advocacy Team (Research, Campaigns, and Communications) to promote public policies which will contribute to the elimination of homelessness.Maintain a strong broad awareness of existing and emerging policy statements and legislative proposals in all relevant policy domains at Irish and EU level.Lead the drafting of timely, high-quality submissions, reports, and policy responses in relation to the budget cycle, legislation, and Government policy consultation requests.Provide support to Services analysing service data and case studies, identifying policy solutions to issues emerging from front-line work.Support Focus Ireland's work at an EU level within FEANTSA.Liaise with and maintain effective working relationships with key external stakeholders including Ministers' Offices, Government Agencies, Voluntary Sector Organisations, Research and Policy contacts in the private and not-for-profit sectors, and media outlets.Effectively represent the organisation at local, senior official, and national levels, in public forums and to the media, as appropriate.The Policy Manager will be a member of the Advocacy Team management group and will take a lead role in developing the Team's work programme and delivery.Analyse complex information from a wide variety of sources.Understand the practical implications of policy proposals as they impact on services and customers.Write clearly and quickly, and communicate effectively with a wide range of audiences.Conduct other duties as required; including maintaining/updating databases, managing mail outs, etc.Manage volunteers, interns, and staff & conduct other duties as required.What you will need: At least three years working in this or a related field.
A keen understanding of social policy and policy development; specifically in the area of social care, social welfare, and housing.Capacity to plan, prioritise, and manage multiple demands, and to work comfortably in a collegial office environment.Openness and flexibility to take on different administrative and support tasks.Experience of working independently and delivering projects to a high standard and on time.Ability to respond quickly when required to external policy changes which impact on demanding and often rapidly evolving work programme.Understanding of the voluntary sector.Excellent interpersonal and communication skills (verbal, written, and non-verbal).IT literacy; including website and social media.Ability to attend some meetings and events outside of normal business hours if required.
(Will involve some regional travel).A high level of specialist expertise on one or more of the policy spheres related to homelessness e.g.
