Summary of the business: The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority (NewERA), the National Development Finance Agency (NDFA), the Ireland Strategic Investment Fund and the State Claims Agency. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland.
The NDFA provides financial advice to State authorities on capital projects with a capital value over €75 million and is also responsible for the delivery of the Public Private Partnership (PPP) projects for State authorities. In addition, the NDFA provides asset management services in respect of the operation and maintenance of PPP facilities. It also delivers Exchequer Funded capital projects on behalf of certain State Authorities.
Role Summary: The NDFA is seeking a suitable candidate for a project finance manager role with relevant experience. The successful candidate will work with senior colleagues engaging with public sector bodies providing financial and commercial advice to assist the delivery of major capital projects and programmes under various forms of delivery including Exchequer funded projects, PPPs, concessions and joint ventures. It is essential that the successful candidate has clearly demonstrated an ability to develop professional working relationships with clients to meet objectives and project delivery requirements. A track record in advisory and/or banking, particularly with project finance transactions or similar, is desirable.

Project structuring and delivery: support senior colleagues as they assist clients on scoping and developing projects through the full project life cycle.Financial modelling: prepare whole life financial models and develop and test payment mechanisms for infrastructure projects.Contract development: support senior colleagues with the preparation of financial requirements for procurement/contract documentation for projects.Funding market engagement: support senior colleagues in engaging with prospective funders, maintain an active engagement with debt/equity funding markets for capital projects.Negotiation: support senior colleagues negotiating commercial terms for contract documentation.Stakeholder management: support senior colleagues to actively maintain strong relationships with clients, both in managing current business engagements and developing future opportunities.General advisory work: undertake general financial advisory and evaluation work on behalf of key stakeholders as required, including financial statement analysis, financial robustness assessments, market analysis and options analysis.Advising on environmental, social, and corporate governance requirements that are relevant to the financing of major capital projects.Reports/memos: research and prepare reports/memos for senior management on a wide variety of issues.Knowledge and Experience: Relevant third level degree.Chartered membership of relevant professional body or equivalent desirable e.g. ACA, ACCA, CIMA, CFA.At least 5 years relevant experience in a financial advisory role and/or banking and/or sustainable finance and/or in supporting delivery of major capital projects and programmes.Skills: Excellent numerical and analytical skills, together with a high level of accuracy and attention to detail.Good interpersonal skills with the ability to guide and influence others.A positive team member with an ability to collaborate with colleagues, multi-disciplinary advisory teams, and stakeholders.Excellent communications (written, oral and presentation) skills.Commercially minded, innovative, decisive and highly organised.An ability to handle multiple projects simultaneously, deal with conflicting agendas and meet deadlines.If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
