POSITION TITLE: R&P Lead Case Manager

TIME COMMITMENT: Full-time (40 hours/week); some evenings and weekends
SALARY: $26 - $28 per hour, DOE
POSITION SUMMARY: The Lead Case Manager is responsible for training new case managers and serving as the primary point of contact for volunteers. This role ensures that all services are provided in accordance with the United States Conference of Catholic Bishops (USCCB) Cooperative Agreement. The Lead Case Manager will work with primary refugees, providing a range of specialized services to support the goals of economic self-sufficiency and effective resettlement for individuals enrolled in the department's Reception and Placement Program (R&P). The Lead Case Manager ensures their team implements the resettlement service plan for primary refugees for their first 90-day period within the United States.

ESSENTIAL FUNCTIONS: Train and mentor new case managers to ensure they are equipped with the necessary skills and knowledge. Ensure compliance with organizational standards and the USCCB Cooperative Agreement. Attend all trainings provided by USCCB to stay current with updated policies and R&P core services. Manage and supervise volunteers, ensuring they are effectively trained, supported, and utilized in various program activities. Assist with the implementation and management of the Parishes Organized to Welcome Immigrants and Refugees (POWIR) grant, including tracking progress, reporting, and ensuring compliance with grant guidelines. Work closely with the department of Outreach & Communications to align volunteer activities and grant efforts with the overall goals of the organization. Develop, coordinate, and implement a resettlement service plan for primary refugees for the first 90-day period of their initial arrival to the United States. Ensure that all services are delivered effectively and efficiently, meeting the needs of clients. Collaborate with other departments to ensure a cohesive approach to service delivery. Initiate and submit check requests as needed according to the R&P per capita budget. Ensure all check requests for the R&P are submitted accurately, on time and in accordance with the Cooperative Agreement. Ensure that all vendors are paid on time. Provide pre-arrival services including but not limited to the following: identifying and arranging affordable housing for newly arrived clients, assuring that appropriate apartment furnishings are provided or purchased according to program standards and requirements, conducting home-safety inspections and requesting initial financial assistance. Welcome at the airport with initial reception and transportation of newly arrived refugees. Responsible for the coordination and delivery of post-arrival services that will ensure the successful orientation and integration of refugee arrivals into their new community. Provide an initial assessment of newly enrolled clients and provide initial home visit with follow-up visits as needed. Conduct program and community orientation. Establish a resettlement plan with clients to ensure all post-arrival core services are provided in the required timeframe and individual needs are acknowledged and addressed. Instruct and educate clients about financial responsibility and adherence to an R&P budget plan. Provide ongoing support and follow-up for all services according to the individual resettlement plan throughout the R&P eligibility period. Provide referrals to eligible services including but not limited to the following: health assessment appointments, applications for CalFresh and Medi-CAL benefits, referrals to employment programs, e.g., Wilson-Fish or Match Grant or CalWORKs and Acculturation and ESL classes. Provide refugees with an orientation to public benefits and community resources including information about how to access public transportation. Coordinate transportation and interpretation for TANF-CalWORKs appointments, medical appointments and school enrollments as needed. Provide housing orientation to newly arrived refugee clients and conduct 30-day home visits to document that housing and furnishings meet program and agency standards. Maintain comprehensive, accurate and up to date online case files for all assigned cases in accordance with CDSS requirements for case file maintenance and documentation. Prepare case files for review and/or monitoring activities in coordination with Program Compliance Monitor, and funders. Translate documents as needed. Responsible for the timely completion of an R&P period report 90 days after arrival. Provide transportation and interpretation services as needed. Document all services and outcomes in an electronic case file as well as in an actual hard copy file entering case notes and maintaining confidentiality of client information. Follow established program protocols. Adhere to all agency policies and procedures. Submit program reports and statistics in a timely manner. Participate in departmental meetings, online webinars and other training opportunities. Attend department, program and 1-on-1 supervision meetings as required. Follow state requirements on mandatory reporting of child abuse and neglect. Other related duties as assigned. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform satisfactorily each essential duty listed below.
Associate degree and/or a minimum of 1-3 years of relevant experience in social services and/or nonprofit work. Strong understanding of the USCCB Cooperative Agreement and its requirements. Excellent communication and interpersonal skills. Ability to train and mentor staff effectively. Strong organizational and time management skills. Ability to work collaboratively with a diverse team. Proficiency in the language and cultural background of one or more of the refugee populations served by the program. Knowledge of/familiarity with or ability to learn quickly the resources and providers (governmental, civic, social, educational, economic, faith-based, etc.) that are available within the community/county to help refugees achieve successful initial resettlement. Work independently in a safe and appropriate manner. Demonstrate both problem solving and problem prevention skills. Recognize time as a valuable resource and respond promptly to the needs of clients and co-workers. Consistently perform work assignments in a time-efficient manner and adhere to deadlines. Ability to establish and maintain accurate, complete and confidential case files. Ability to conduct oneself in a professional manner. Commitment to the mission and values associated with the agency and the program, including compassion, competency, accountability, social justice and respect for others. Bilingual in English and other language spoken by Refugees. Excellent verbal and written communication using proper grammar and vocabulary. Ability to communicate effectively and tactfully with clients, co-workers, and other individuals in a diverse, multicultural work environment. Excellent interpersonal skills. Proficiency with Microsoft Office Suite – including Outlook, Word, Excel, PowerPoint and Access – and other commonly used office software required. Familiarity with data management software and the use of databases for tracking the delivery of services to clients preferred. CERTIFICATES, LICENSES, REGISTRATIONS: Valid California Driver's License Safe driving record as demonstrated by a DMV report that shows no violations or restrictions. Must successfully complete a background check. Tuberculin Skin Test. CPR/First Aid Certification (desired).
