Our client, the Competition and Consumer Protection Commission (CCPC), is seeking a Senior Investigator/Analyst (Cartels Division) Senior Analyst (CEM Division) (HEO).
Division Overview The CCPC is recruiting multiple positions in its Cartels and CEM Divisions.
Cartels Division The Cartels Division is responsible for conducting criminal and administrative investigations of suspected breaches of competition law relating to anti-competitive agreements, conduct, and concerted practices, mainly involving firms at the same levels of the supply chain (horizontal conduct). This includes the detection, deterrence, and prosecution of cartels, such as price fixing, market/customer sharing, and bid-rigging. The division also investigates other horizontal anti-competitive practices and agreements, such as hub-and-spoke cartels and coordinated conduct, often involving a trade association, as well as procedural offences or breaches of relevant legislation.
The Cartels Division also considers immunity and leniency applications, confidential whistleblower information, and complaints received, and performs specific outreach related to combating cartels and bid-rigging in public procurement.
Given these functions, the Cartels Division is made up of two Sections: (i) Immunity / Leniency & Case Stream (ILCS); and (ii) Investigations & Enforcement (I&E).
The successful candidate(s) may be offered a position in either section of the Cartels Division. Competition Enforcement and Mergers Division (CEM) CEM is divided into two sections: (i) Mergers; and (ii) Antitrust Enforcement.
CEM's Mergers Section examines mergers notified to the CCPC to determine if such mergers would result in a substantial lessening of competition in Ireland. CEM's Antitrust Enforcement Section investigates suspected breaches of competition law relating to anti-competitive agreements and concerted practices between firms at different levels of the supply chain (vertical conduct) and abusive conduct by firms with a dominant position in the market (unilateral conduct).
The successful candidate(s) may be offered a position in either section of the CEM Division. The Role: The work of the Cartels and CEM Divisions is varied, meaningful, and interesting. Team members tackle a diverse range of cases, which means they are constantly researching different sectors and industries, staying abreast of international developments regarding competition enforcement, and growing their skills through in-house and external training opportunities.
In this role, you will work on cases alongside colleagues to progress competition law investigations. You will be responsible for handling cases, gathering and assessing information and evidence, drawing conclusions, and making recommendations.
You will manage cases and contribute to the delivery of more complex investigations. This will involve assessments of issues and articulating that analysis in written reports and memos. You will gather evidence from various sources to progress cases through desk-related work, open-source research, field investigative work, and exercising the CCPC's statutory investigative powers. You will also apply investigation planning and project management skills to ensure that cases are delivered robustly, successfully, and in line with procedural or statutory deadlines.
The Successful Candidate(s): The successful candidate(s) will be able to identify and critically assess issues, using research and investigative skills to progress a case or project. They will be enthusiastic, ambitious, tenacious, and proactive – driven to deliver for the CCPC, business, and consumers.
To ensure that correct procedures and investigative best practices are followed, the successful candidate(s) will be flexible and highly organized, taking ownership of their work, ensuring that records are maintained to the highest standards, and that reporting on ongoing work is available at any point in time. They will be able to build and manage relationships with a wide variety of stakeholders, including complainants, witnesses, targets (suspects), and legal advisors.
In addition to the immediate appointment from this campaign, an order of merit may be established to fill any future vacancies at the same level within Cartels or CEM Divisions, or other Divisions of the CCPC where roles have similar responsibilities and/or similar skills are required.
Key Responsibilities: Conduct pre-investigations and investigations into mergers; suspected breaches of competition law, including cartels and other anti-competitive horizontal practices; suspected cases of gun jumping; and/or procedural breaches (as relevant to the assigned Division).Effectively identify potential competition issues arising from notified mergers, competition complaints/queries, leniency/immunity applications, or whistleblower information (as relevant to the assigned Division) and make plans and recommendations for next steps.Assist junior and senior colleagues or other parts of the assigned Division in their pre-investigation assessments or full investigations as members of case teams.Use investigative tools as appropriate, including open-source, desk research, written requests for information, interviews, and search operations/inspections to gather information and evidence.Analyse information and evidence gathered during investigations and contribute to overall CCPC assessment/decision-making.Prepare a wide range of documents relating to investigations and mergers, including information requests, third-party questionnaires, meeting minutes and agendas, case memos, and decisions for review by senior colleagues.Use investigation planning and project management tools to ensure effective delivery of assigned cases.Oversee casework Investigator/Analysts, including people management and/or mentoring as applicable.Other ad hoc duties as may be reasonably requested based on organizational need.Essential Requirements: Relevant (minimum) Level 7 Degree or equivalent (such as economics, law, business, regulation, auditing, or forensic accounting) and 2 years of relevant experience in regulatory, compliance, criminal/civil or administrative investigations, forensic work, or economic consultancy, or related enforcement actions.OR a minimum of 3 years of relevant experience in similar fields.Ability to assess issues and express analysis in written reports/decisions/recommendations.Project/case management skills.Demonstrable written and verbal communication skills.The ability to work effectively in a team environment and on one's own initiative.A full driving licence (and reasonable access to a vehicle) (for Cartels Division only).Desirable: Knowledge of Irish and/or European competition law and policy.People management experience.Application Process: To apply for this opportunity, candidates must submit the application form before the closing date for applications.
