** Closing date for applications: Monday 02nd September 2024** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include the State Claims Agency, the New Economy and Recovery Authority (NewERA), the Ireland Strategic Investment Fund and the National Development Finance Agency. The NTMA also assigns staff to the National Asset Management Agency (NAMA), the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). Future Ireland Funds In October 2023, the Minister for Finance announced the proposal to establish two new funds, namely the Future Ireland Fund (FIF) and the Infrastructure, Climate and Nature Fund (ICNF). The NTMA will oversee and manage both the FIF which aims to ensure steady and long-term support for state expenditure from 2041, and the ICNF which is designed to bolster state spending after 2026 in response to economic downturns or to fund environmental initiatives between 2026 and 2030. Following the Minister's announcement, the landmark Future Ireland Fund and Infrastructure, Climate and Nature Fund Act 2024 was signed into law in June 2024.
The NTMA is establishing a new business unit, the Future Ireland Funds, to manage the FIF and ICNF and is seeking suitable candidates for a number of key roles. This is an exciting opportunity to join a new and growing team to deliver this significant new mandate.

The candidate will play a key leadership role in the team responsible for developing the operations function of the Future Ireland Funds and the role will encompass a broad range of non-investment activities, including co-ordination of services provided by NTMA corporate functions (ICT, Finance, Risk, Internal Audit, Communications, Procurement, Facilities, Compliance, People, Secretariat, Legal etc).
All members of the Future Ireland Funds team are required to remain flexible to respond to the dynamic nature of the mandate – this may require team members to apply their skills outside of their core areas of responsibility, from time to time.
Principal Accountabilities The candidate will play a key leadership role in the team responsible for the operations function; the principal responsibilities will be defined as the team structure evolves, and will include the following:
Develop the Operations team to support delivery of the Future Ireland Funds' investment strategies as it evolves. Work closely and manage the relationship with NTMA ICT, Finance, Risk, Internal Audit, Communications, Procurement, Facilities, Compliance, People, Secretariat, Legal and the other functions that are critical to the success of the Future Ireland Funds. Lead the implementation of the Future Ireland Funds systems and technology strategy to support the Funds' investment strategies. Ensure that the Future Ireland Funds unit effectively sets and meets its operational budgets. Deliver the operations of the Future Ireland Funds including audit management, compliance, and process development. Maintain an effective operational risk management environment working with NTMA Risk to manage and continuously develop the Future Ireland Funds Risk register and the accompanying controls. Represent the Future Ireland Funds in relevant wider NTMA cross-functional oversight and project activities. Stakeholder Communication: Communicate effectively with stakeholders, including other NTMA departments and governance fora. Working collaboratively with colleagues, partners and stakeholders, promoting a culture of high performance and continuous improvement. Knowledge and Experience The ideal candidate will have:
Third level qualification in Finance, Economics, Accounting, Scientific, Engineering or a related discipline . Broad operational experience in one or more of the following financial sectors: investment management, private equity, corporate lending, corporate finance. Experience of systems and technology management. Managed operational activities delivering high quality outputs and process improvements throughout. Financial control experience, in particular relating to budgeting and cost management. Experience Minimum 10 years' experience in an operations role in the financial sector. Experience developing and delivering strategies involving input from, and coordination across, multiple stakeholders. Skills Proven stakeholder management skills with an ability to interact with relevant NTMA stakeholders at a senior level Individual needs to be diligent, self-motivated and a clear thinker A flexible team player capable of managing a number of stakeholders in a professional manner Comfortable with evolving and changing priorities Personal characteristics of integrity, discipline, curiosity, commitment Experience in managing direct reports is desirable but not essential Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
