** Closing Date for Applications: 1st November 2024** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. The NDFA provides financial advice to State authorities on capital projects with a capital value over €75 million and is also responsible for the delivery of Public Private Partnership (PPP) projects for State authorities.
Role Summary The NDFA is seeking to recruit a Senior Project Finance Manager. The successful candidate will take a lead role in engaging with public sector bodies providing financial and commercial advice to assist the delivery of major capital projects and programmes under various forms of delivery including Public Private Partnerships (PPPs), Exchequer funded projects, concessions and joint ventures.
Key Responsibilities Some of the key tasks the successful candidate will be required to perform include:
• Project structuring and delivery: manage engagement with clients on scoping and developing projects through the full project life cycle.
• Financial modelling: prepare whole life financial models for infrastructure projects.
• Contract development: prepare financial requirements for procurement/contract documentation for projects.
• Funding market engagement: manage engagements with prospective funders.
• Negotiation: negotiate commercial terms for contract documentation.
• Stakeholder management: actively maintain strong relationships with clients.
• ESG: Advising on environmental, social, and corporate governance requirements.
• General advisory work: oversee and manage general financial advisory and evaluation work.
• Reports/memoranda: oversee the preparation of reports/memoranda and present to senior management.
Qualifications/Knowledge • Relevant third level degree.
• Chartered membership of relevant professional body or equivalent desirable.
Experience Relevant experience includes:
• At least 10 years relevant experience in a financial advisory role and/or banking and/or sustainable finance.
• Experience as lead advisor on a PPP project is desirable.
Skills • An effective communicator of complex messages.
• A positive team member with good interpersonal skills.
• Highly organised with an ability to handle multiple projects simultaneously.
• Excellent numerical and analytical skills.
• An ability to effectively represent the NDFA both internally and externally.
