BROTHERS OF CHARITY SERVICES IRELAND – WEST REGION PERMANENT FULL-TIME TEAM MANAGER (CNM2/Social Care Manager 2) CRUACHAN SERVICES (Strokestown, Elphin, Ballinagare, Tulsk areas) JOB REF: 71877 A panel may be formed as a result of this process from which subsequent Team Manager Appointments within the Cruachan Services will be made over the next 6 months. Brothers of Charity Services Ireland provide day, residential and respite community-based services using a person centered approach to meet the needs of adults with intellectual disabilities.
The vision of the service is to support people with intellectual disabilities to achieve a full and valued life in their local community.
Our aim is to provide a quality service that promotes the independence and potential of each individual we support at all stages of their lives.
As our service numbers increase we are looking to expand our service Management Team.
The successful candidate will be involved in developing existing services through supporting the local staff teams.
The Team Manager will have Person In Charge (PIC) responsibilities and duties.
The Role: The Team Manager will provide leadership and direction for the team, actively coordinating the team to ensure the development of person-centred services as agreed on the Service Plan for each Service Area.
The role is supernumerary.
The Team Manager will support the staff teams and be responsible for the overall operational management of specified locations of the service.
With Person In Charge responsibilities, the Team Manager will be responsible for ensuring that the service meets the regulations as laid out in the Health Act 2007.
The successful candidate will work closely with the Service Coordinator/ Area Manager to ensure that services are delivered in an efficient and effective manner within the agreed budget, and will be a proactive members of the Cruachan management team.
Reporting To/ Responsible To: Service Coordinator /Area Manager
Qualifications/Experience/Skills: Candidates must have -
· A relevant 3rd level qualification in the Health Sector e.g.
Nursing qualification and current Live Register Certificate from NMBI or BA in Applied Social Studies/Social Care (registered with or eligible to register with CORU by November 2025) with a minimum of 3 years postgraduate relevant experience in leadership and management.
· An appropriate qualification in Health and Social Care Management is a necessary requirement of the post.
If the successful applicant does not hold such a qualification, a commitment to obtaining the qualification prior to taking up the post will be required.
· Proven operational experience in the provision of Services for people with an Intellectual Disability is essential.
· A full clean manual Driving Licence, which qualifies you to drive manual transmission vehicles on Irish Roads is an essential requirement.
· Fluency in verbal and written English is an essential requirement of this post.
· Experience of working in a person-centred service supporting people with intellectual disabilities, complex health needs, and experience of supporting individuals with challenging behaviour is essential.
· Practical working knowledge of, and experience of working within, the 2007 Health Act and subsequent HIQA regulations and Standards is highly desirable.
· Candidates should be able to demonstrate a high degree of practical leadership, communication and team working skills.
· The successful candidates must be flexible and dynamic individuals who can relate to people in a range of situations, as well as demonstrate an understanding of, and commitment to, the principles of public accountability as they apply in the health service.
· Proficiency in computer skills and on line data management systems are also essential.
Working Hours: For nursing grades a 75 hours fortnight applies as per HR Circular 018/2022.
For Social Care Manager 2 grade the working hours will be 78 hours per fortnight.
It is envisaged that this post will primarily be Monday to Friday with contracted hours of work liable to change between the hours of 8am – 8pm.
Some weekend work may be required.
An on-call commitment on a 7 day rostered basis is an essential requirement of the post.
Annual Leave:
Leave will be granted according to the agreed leave assigned to the grade of the successful candidates i.e.
CNM2 or Social Care Manager 2.
Remuneration: Based on the salary scale attached to the grade of the successful candidate i.e.
CNM2 or Social Care Manager 2.
Probation: A probationary period of nine months from the date of appointment applies to the posts.
The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment.
The probation period may be extended at the Employer's discretion.
Tenure:
This post is permanent, full time and pensionable.
JOB DESCRIPTION The Brothers of Charity model of service is based on Personal Outcome Measures requiring employees to be flexible within working hours to provide a quality service delivery for each individual.
Specific Conditions: · All staff must have a positive attitude towards working with persons with an intellectual disability and help to ensure that they lead as normal and enjoyable a life as possible.
· All staff must treat each person with an intellectual disability as an individual and at all times acknowledge and respect the rights and personal dignity of the person with an intellectual disability.
· All staff are required to establish and maintain relationships with adults with disabilities that are based on respect and equality and that promote their independence.
Main duties and functions: · Develop positive relationships with the people supported.
· Provide a high level of leadership to all staff/ team members within the service.
· Assist in formulating, implementing and evaluating service plans in co-operation with the Service Coordinator/ Area Manager, multidisciplinary support staff and other team members under the direction of the Area Manager.
· Actively facilitate and participate in staff Supervision and Support meetings, giving an honest and factual appraisal of individual staff member's performance while providing support and direction to staff development plans.
· Deputise for the other Service Managers/Service Coordinator/Area Manager as the need arises, including the provision of on-call cover on an agreed rostered basis.
· Ensure that Personal Outcome Measures person centred planning and a rights based approach to support is fully operational in the teams you are supporting.
· Foster the development of the local team and the work that it does, to ensure the focus is always the individual needs of the person supported by the services.
· Evaluate and manage the implementation of best practice and ensure that all staff are familiar with and adhere to the policies and procedures of the Brothers of Charity Services.
· Prepare and be responsible for staff rosters and the provision of locum cover where necessary in your designated area.
· Facilitate team building and staff motivation.
· Ensure that staff meetings are planned, scheduled and held regularly and that minutes of these meetings are circulated to the appropriate personnel.
· Ensure records relating to all accidents, incidents and complaints are audited and where necessary are reported in line with HIQA regulations and organisational policy and procedures.
· Ensure all relevant databases and information systems are accurately maintained, reviewed, and amended as required.
· Maintain written records in line with best practice, current legislation and HIQA regulations and New Directions.
· Along with the Service Coordinator/ Area Manager, ensure that all repairs to buildings and equipment are carried out promptly.
· Ensure that high professional standards and confidentiality are maintained at all times.
· Be aware of current employment legislation and follow the Human Resource procedures and policies of the organisation.
· Participate in managing all resources efficiently and effectively within the agreed budget.
· Facilitate co-ordination, co-operation, liaison and communication across multidisciplinary teams and services.
· Be aware of the training and development needs of staff and ensure these needs are met and that all mandatory training is undertaken as required.
· Actively participate in future service planning, development and delivery.
· Evaluate and manage the implementation of best practice policy and procedures including the policies and procedures of the Brothers of Charity Services and operate within the policies and procedures of the Services in all aspects of your work.
· Promote and facilitate community liaison including advocacy, citizen advocacy and human rights.
· Promote dignity at work and show respect to people supported by the services, colleagues and other stakeholders in the course of duty.
· Be aware of and become familiar with fire drill procedures within the services i.e.
fire detection, evacuation and firefighting.
· Be conscious of Health and Safety matters in the workplace and in particular ensure that all team members comply with Employee's obligations as set out under Section 9 of the Safety, Health and Welfare at Work Act 2005. · Avail of all training and development opportunities for your professional development.
· As the duties and responsibilities of any post in the Service are likely to change with the ongoing needs of the individuals, i.e.
age, level of disability, Personal Outcome Measures, etc., staff are expected to have a high level of flexibility, and a willingness and an ability to develop new approaches to their work as the individuals needs demand.
· Perform such other duties appropriate to the post as may be assigned to him/her by the Area Manager/Service Co-ordinator.
All duties must be carried out in person at all times.

It would be expected that the role will evolve as professional, structural and people supported by the services demands change and the post holder will be expected to demonstrate flexibility skills that will facilitate this.
