ComReg Overview We are the statutory body responsible for regulating electronic communications, postal and premium rate services in Ireland.

Division overview  Market Framework  ComReg's Market Framework Division is responsible for the regulation of Ireland's radio spectrum.
Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.)
take place. It is a valuable national resource underpinning important economic, social and communications activities.
In 2017, ComReg released 350 MHz of radio spectrum in the 5G suitable 3.6 GHz band.
More recently, Market Framework released part of the 26 GHz band for national block licenses and is currently developing further award programmes for both commercial and non-commercial use.
Market Framework also carries out key regulatory duties in respect of the broadcasting sector, manages Ireland's national telephone numbering resource, where proposals are currently advancing to streamline non-geographic number use and to cater for burgeoning IoT needs, as well as providing technical communications network support to the broader ComReg organisation.
The role and responsibilities Within Market Framework, the Spectrum Operations Unit is responsible for; the efficient assignment of spectrum and spectrum rights of use, and day to day functions for the administration of radio spectrum licences; radio frequency interference investigations, radio spectrum monitoring and compliance and enforcement; and Leading on certain radio spectrum projects to develop and implement spectrum management policies to further the efficient use of the radio spectrum.
In 2022 ComReg commenced the roll out of a replacement modern Radio Frequency Monitoring Network (RFMN).
This will greatly enhance ComReg's capabilities to proactively monitor the use of Irelands radio spectrum national resource and intercede where appropriate, in so doing enriching and advancing the nations connectivity potential.
Reporting to the Manager, Spectrum Intelligence and Investigations, the Spectrum Monitoring technical Advisor will play a key role in driving ComReg's work in spectrum intelligence and continued roll out of the new RFMN.
This will include; Lead the development of a spectrum monitoring strategy and priorities for same, including baseline measurements of priority bands to build an accurate picture of current noise floors, spectrum occupancy, spectrum usage and licence compliance.
Plan and implement the continuous development of the new RFMN including new sites where necessary, hardware and software upgrades and the integration of data generated to support projects within Market framework division and the organisation as a whole.
Develop and implement radio spectrum compliance measurement reporting tools using the RFMN to support ComReg's radio spectrum licensing and licence compliance function.
Implement and deliver the introduction of an AMM (Automatic Monitoring) program to enable real time 24/7 background monitoring and ensure that sporadic interference is captured recorded and available for staff to review and analyse.
Implement mapping of existing licenced/Licence exempt services in order to build a background GIS dataset that would enhance RFMN capability and accuracy in detecting sources of interference.
Implement reporting, making recommendations supported by analysis and statistical functionality on all the above.  Translate, present and explain technical information to engage a non-technical audience.
Manage mentor and train staff where appropriate in all of the above.
Qualifications and Experience required  Essential  Third level qualification preferably in engineering, science or technology or other closely related discipline or, demonstratable equivalent and relevant experience.  Strong experience of working in telecommunications industry; Experience in Spectrum monitoring and radio frequency interference investigation Experience in undertaking radio measurements in the field, using Spectrum analysers, receivers, DF antennas.
Experience of reporting and statistical analysis.  Project management experience of leading and delivering projects from start to finish Experience in the installation/commissioning/troubleshooting of radio systems or networks .
Ability to draft technical reports, briefings and documents in a rational, evidence based, clear concise manner Ability to work under own direction and take full responsibility for tasks/objectives from start to end while updating stakeholders in a timely and appropriate manner A full clean Class B drivers licence; Be willing to work flexible hours and potentially undertake field work; Desirable  Experience using Rohde & Schwarz / Anritsu or equivalent .Experience of scripting or code writing Linux, Jason, VBA etc.
GIS, experience in gathering, mapping , analysing and presenting GIS data.
