BROTHERS OF CHARITY SERVICES IRELAND - SOUTH EAST REGION KILKENNY SERVICES Qualifications and Particulars of Employment TEMPORARY FULL TIME DAY SERVICES TEAM LEADER (SENIOR INSTRUCTOR SUPERVISOR GRADE), KILKENNY SERVICES Tenure of Employment This post is temporary where applicants are invited to act up in a temporary capacity working 78 hours per fortnight. Compulsory retirement age is 70 years. Qualifications and Experience The appointee must: Have a relevant third level qualification in training, education or social care. Have at least 3 years post qualification/registration experience gained with an up-to-date knowledge of current thinking and practice in services for people with intellectual disability An appropriate management qualification and relevant management experience is desirable Have the ability and experience to facilitate the delivery of training modules to people with intellectual disabilities and encourage and motivate the development of their skills. Possess a full clean current driving licence. Experience supporting individuals with autism would be an advantage. Experience of developing accredited training programmes would be an advantage Experience of working as a member of a team is essential. 3. Remuneration Salary Scale (full time) Senior Supervisor/Instructor Scale €38,238; €39,097; €40,338; €41,624; €42,958; €44,339; €45,770; €47,252; €48,790; €50,382; €52,055 LSIs *Successful candidates are required to submit all documentary evidence outlining any relevant experience within 3 months of starting date. Failure to do so will mean that any incremental credit due will only be paid from date of submission of documents. All new entrants to the Public Service will start at the first point of this scale. 4. The normal working week will be on a 78-hour fortnightly basis. Starting and finishing times will be notified to the appointee from time to time by the Services Manager. The appointee may, however, be required to work additional hours arising from the duties of the appointment with compensation for these hours by way of time off in lieu. 5. Health The successful candidate must be free from any condition, which would render him/her unsuitable to hold the appointment, and must be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service. To satisfy this qualification, the successful candidate will be required to undergo a medical examination by the Occupational Health Nurse/Physician. The candidate will be liable for the cost of the medical examination. 6. Duties The general duties of the appointment are as described in the attached Job Description. 7. A short list of candidates to attend before the Selection Board will be prepared by the selection Board from an examination of statements of qualifications furnished by the candidates. 8. The Services Manager will notify the successful candidate of the mandatory/compulsory courses/training which employees are obliged to attend. Mandatory training, for example, manual handling, health and safety courses etc., form part of the conditions of employment along with the Organisations statutory obligation. 9. Accountable to: Services Manager, Ballytobin Services The Congregation of the Brothers of Charity Ireland South East Region is a religious voluntary organisation, founded in 1807 by Canon Peter Triest, to provide a Christian response to a variety of needs in society. DUTIES The person appointed should have the ability to proactively lead, manage and motivate the team across a variety of day services within the Kilkenny region. This person will also have a lead role in the development and delivery of training programmes, in which they will effectively audit on a regular basis. They will inspire and motivate the ongoing development of effective teamwork of these programmes. The team will facilitate the choices of and deliver supports to people who use services incorporating activities such as independent living skills, community integration, personal development, occupational and leisure activities within the context of the New Direction Model of Service Delivery. The post holder will be required to take an active part in ensuring that the day-to-day operations of the Services reflect the ethos and vision of the Brothers of Charity Services Ireland South East Region and that all co-workers are meeting the needs of the people who use services therein. Subject to the agreed policies and procedures of the Brothers of Charity Services Ireland South East Region, the person appointed shall: - Advocacy and Rights Respect each person who uses services as an equal citizen. Uphold and respect the human, legal and constitutional rights of individuals supported by the Services, recognising their individuality and equality, and empowering them to grow, thereby achieving the highest possible level of personal autonomy. Facilitate, encourage and develop the choice and decision making skills of individuals. Facilitate, encourage and develop the self-advocacy skills of and opportunities for involvement in advocacy of individuals. Enable individuals supported by the Services to pursue and maintain their individual hobbies and interests Facilitate individuals supported by the Services to actively participate and integrate into the community, through use of generic community facilities. Support to the individual Inquire/explore with the individual and their family a vision for a good, full, inclusive life, a vision with an appropriate sense of possibility and an appropriate scale of ambition. Act as a Key Worker for specific persons Working collaboratively with the individual and their family support the individual in the implementation of this plan. In the context of this plan support the individual to develop their skills in the areas of Skills Training Communication Behaviour Support Plans Independent living Social Integration and the use of community facilities Personal Care Personal Development Seek out opportunities for the individual to participate in social, work or training activities of their choice which are in socially inclusive settings Support the persons who use the Services to develop their skills through structured training modules In the context of person centred plans, develop and implement appropriate work, skills, leisure and social activities for individuals supported by the Services. Under the direction of the multidisciplinary team implement behaviour support plans that are put in place and adhered to Foster, encourage and develop the self-help and social skills of the individual so as to achieve the highest possible degree of personal autonomy. Identify risks inherent in the provision of support to the individual, assess and document appropriately Administer medication as prescribed. Management & Leadership: Oversee the management/running of a number of day services, be in regular communications with all team members, whilst serving as a link between day services and management. Develop and deliver programmes which are tailored to meet individual needs Be creative and innovative in their approach, exploring opportunities for social role valorisation and community mapping. Co-ordinate all aspects of services provided within the centres under the remit of the post. Develop and lead the implementation of a team based performance management approach to achieving the goals of the Services strategic plan. Lead the team in ensuring the individuals are facilitated in achieving training outcomes in line with New Directions. Ensure that staff in the centre are familiar with and adhere to the policies, procedures and codes of practice that relate to staff and people who use services; Manage the attendance and performance of staff assigned to the Centres and report as required. Be responsible for the orientation and induction of staff and individuals to the Centres Facilitate staff attendance at case reviews, P.C.P.s and appropriate training courses; Lead the team in ensuring that individuals are facilitated in achieving their personal outcome measures. Welcome and foster a team approach including the delegation of responsibility, utilizing the diverse skills and experience of all team members; Report to the Services Manager regularly on all aspects of the service and otherwise as requested. Maintain excellent standards in record keeping and report writing. Contribute to the development of and supervise the implementation of Service monitoring systems. Co-ordinate the roles of the various disciplines within the Centres, to produce effective team work and ensuring maximum benefit of support to people who use services and the maximum performance of the staff team. Role model the maintenance of high standards of care and practice in student placements by facilitating and evaluating student learning, including taking responsibility for transmitting knowledge, skills and attitudes. Liaise with Residential Services on a regular basis to maximise service provision. Money and Budgets In consultation with the Services Manager prepare and monitor the agreed budget for the Centres. Ensure that all petty cash and the personal monies of people who use services are properly accounted for in accordance with Service policy. Ensure that goods and services received are prudently used for purposes intended, and that all such goods and services are properly accounted for. Communication Convene, attend and participate fully in regular staff team meetings where all aspects of the Centres are discussed with a view to maintaining high standards, open communication among staff and good levels of staff morale; Ensure that good and respectful communications and relationships are developed and maintained with: Individuals supported by the services and their families all other staff involved in the provision of both residential and day services and Multidisciplinary team members families, visitors, volunteers and other such personnel who visit the Centres Co-operate effectively as a member of the multi-disciplinary team in promoting the best interests of the individuals in the service area. Develop and maintain good relationships with the families of individuals supported by the Services and encourage their involvement in the ongoing development of the person; Organise, attend and participate fully in meetings as required e.g. Person Centred Planning meetings, Service Area reviews, team meetings. Record meetings in line with agreed procedures. Actively participate fully in the developing and maintaining good relationships with local residents and community organisations. Participate in the monitoring and recording of the progress of each individual in line with agreed procedures, keep any records that may be required and ensure that all such records are accurately written, maintained and submitted. Training & Development Attend and contribute appropriately at lectures, courses and meetings as required and share information and knowledge gained with colleagues; Liaise with the Training Department regarding identification of the training needs of staff in the Centres; Take responsibility for identifying their own training and development needs; Attend mandatory training courses and achieve required standard; Keep up to date with current developments in services for people with intellectual disabilities e.g. Personal Outcome Measures, Person Centred Planning, New Directions Review of day Services and Implementation Plan 2012-2016 In keeping with changing needs of people and service provision support, lead transition and reconfiguration of supports. Health & Safety Be conscious of health and safety matters in the work place and in particular to comply with employees obligations as set out in the Safety, Health and Welfare at Work Act, 2005 and to ensure that the procedures set out in the Safety Statement are implemented at all times. Carry out regular Health and Safety Audits and Fire Drills. Be conversant with existing fire regulations and emergency procedures and participate in the implementation of same. Make people who use services aware, in so far as possible, of Fire Drill procedures. Ensure equipment is properly operated and maintained and that the centre, ancillary facilities and their surroundings are maintained in a clean and tidy condition. The person appointed will be expected to train and supervise people who use services in this regard. Report accidents/irregularities or other matters of safety concern to the Services Manager or such person as the Employing Authority may designate. Identify risks, assess and document appropriately. Achieve competency in driving the centre transport and participate in transport duties as required. Flexibility This is a broad outline of responsibilities of the post and is not exhaustive. Employees are expected to have a high level of flexibility and a willingness and ability to develop new approaches to their work. Duties and responsibilities of any post in the Services are likely to change with the ongoing needs and developments of the Services. Employees will therefore be required to carry out such other duties appropriate to their employment as may be assigned to him/her from time to time. Confidentiality In the course of the employment the appointee may have access to, or hear information concerning the medical or person affairs of individuals supported by the Services and/or staff, or other health service business. Such records and information are strictly confidential and unless acting on the instructions of an authorised officer, on no account must information concerning service users, staff, or other health service business be divulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required.
