Role Title: CHIEF EXECUTIVE OFFICER (CEO) Principal Responsibilities: The CEO's functions, as prescribed by the Medical Practitioners Act 2007 (as amended) (the Act), are to:  Carry on, manage and control generally the administration and the business of  the Medical Council  Perform any other functions that may be delegated by the Medical Council.
Reporting to: In accordance with the Act, the CEO is appointed by, and reports to, the Medical Council.
On a day-to-day basis, the CEO reports to the President (who acts as Chairperson of the Council).
The CEO reports to the Medical Council through regular meetings of the Council.
Direct Reports : Under the Medical Council's current structure, the CEO will have 6 direct reports, i.e.
: the Directors of:          Complaints, Investigations & FTP          Finance, IT & Digital Transformation          Regulatory Operations & Support Services,          Regulatory Policy & Standards, and          Strategy & Business Services.
Key Responsibilities :       Provide all necessary support to the Medical Council in the discharge of its statutory functions, including the development, design, and implementation of strategy and the design and implementation of business plans, together with associated performance metrics.
     Provide effective leadership the Medical Council's staff.
      Ensure robust governance structures and reporting processes are in place in         line with oversight requirements of the DOH        Discharge the statutory functions conferred on/delegated to the CEO by the Act         and the Council respectively.
      Provide high quality and timely advice to the Medical Council.
      Support the Medical Council in ensuring the effective discharge of its statutory  functions, and in complying with its legal, regulatory, and governance obligations as a statutory body.
      Support the Medical Council in the discharge of its responsibilities to manage public funds and to safeguard State assets.
      Develop, nurture, and promote strong and collaborate relationships between the Medical Council and its stakeholders, which include, inter alia, the Minister for Health, the Department of Health, the Medical Profession, the Health Services Executive, Educational/Training bodies, peer regulators, and the public.
       Representing the Council in the public domain, nationally and internationally        Any other duties as may be assigned from time to time by the President and the Council President, Council, Committees and Working Groups:       Maintaining a dialogue with the President on the important and strategic issues facing the Medical Council.
      Ensuring that the President is alerted to any forthcoming complex, contentious or sensitive issues affecting the Medical Council of which he/she might not otherwise be aware.
      Ensuring that the Council has timely and accurate information to fulfil its statutory objectives and functions.
      Working with the President to develop the Medical Council's strategy and overall objectives.
      Implementing the Medical Council's annual business and corporate plans.
      Ensuring that risk identification, measurement and mitigation strategies are in place.
      Ensuring that all decisions and policies of the Council, or those that are delegated   to Committees or Working Groups, are implemented, including with regard to equality & diversity, and sustainability.
      Ensuring that systems, procedures and practices of the Medical Council are        in place for evaluating the effectiveness of its operations.
Stakeholder Engagement:       Developing and maintaining relationships with key stakeholders.
      Identifying areas for improvement and engagement with relevant stakeholders         to enhance systems, processes and practices in line with the Council's strategy.
 Compliance :       Ensuring compliance with legal/statutory/procedural issues pertaining to the Council's statutory responsibilities.
      Ensuring that the Council is fully compliant with all parts of the MPA 2007 that have been commenced.
      Ensuring that the Council is fully compliant with the Code of Practice for the Governance of State Bodies and policy outlined in the MC       Corporate Governance documents.
 Operational (to include but not limited to) :     Taking responsibility for the effective Management of the Council and its Executive.
     Responsibility for efficient registration processes & effective       Complaints Management Delegated Authority: Please note the relevant Executive Director will act as delegated authority where appropriate.
Regulatory Activities:       Regulatory Policy & Standards       Regulatory Operations & Support Services       Complaints & Investigation       Fitness to Practise Corporate / Finance Activities Essential Criteria: Education The successful candidate will possess a relevant third level qualification (minimum Level 8).
Post-qualification experience The successful candidate will possess a minimum of 5 years' post-qualification experience, obtained at a suitably senior level, in one or more areas of demonstrable relevance to the role.
Experiential requirements The successful candidate will have a proven track record of having successfully executed a senior leadership role in a complex organisation.
Relevant experience in that regard will likely the be following:       a demonstrable understanding of corporate governance principles and processes and, in particular, of servicing a Board of non-executive Directors       a proven track record in results delivery and of a solutions-focused approach to delivery       a proven team player, with a demonstrable track record in building effective and high performing teams       a proven track record in the embedding of a culture of high professionalism and adherence to high professional standards       a proven track record in the exercise of sound professional judgement,       a proven track record in the development, design, and effective implementation of organisational strategy       a proven track record in the managing and delivering organisational change,       a proven track record of assuming both responsibility and accountability,       a proven understanding of, or a demonstrable capacity to acquire quickly and   understanding of, statutory regulatory frameworks and processes       demonstrably strong people and communications skills, together with proven   influencing and negotiation skills     Experienced Leader with a strategic mindset.
    Excellent interpersonal skills Details of this Appointment: Tenure: This appointment will be offered on a 5 Year Fixed Term contract basis. A 6-Month probationary period applies to this appointment.
Salary: PRINCIPAL HIGHER SCALE (PPC) €109,662 €114,177 €118,714 €123,241 €127,101 €131,1691 ( LS1 After 3 years satisfactory service at the maximum) €135,2362 (LS2 After 6 years satisfactory service at the maximum) There will be an additional Directors allowance of €15,209.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.  The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.  Annual Leave: 30 working days plus public holidays Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2 Pension: The Medical Council offers a pension through the Public Sector Scheme.
Contributions to the scheme will commence on joining the organisation.
Candidates currently working in the Public or Civil Service may transfer their pension.
