Gas Networks Ireland operates and maintains Ireland's €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.
Almost 725,000 Irish homes and businesses trust Ireland's gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.
The gas network is the cornerstone of Ireland's energy system, securely supplying more than 30% of Ireland's total energy, including 40% of all heating and almost 50% of the country's electricity generation.
Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045.
Its "Pathway to a Net Zero Carbon Network" envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.
Background: The Department of the Environment, Climate and Communications' ("DECC"), 'Energy Security Package', Action 17 has identified that Ireland needs a strategic gas emergency reserve to achieve security of gas supply during a supply interruption as Ireland makes a secure transition to majority renewable energy.
DECC has engaged GNI to prepare a substantive proposal for the optimal solution to deliver the strategic reserve project.
GNI has created a separate internal team which is responsible for progressing the strategic gas emergency reserve initiative, assessing viable technical solutions, and developing a comprehensive business case and programme plan for delivery, namely the Strategic Gas Emergency Reserve.
The Role: Reporting to the Programme Director - Energy Security, the Commercial Lawyer will be responsible for advising the project team on a day-to-day basis on a number of commercial, corporate, energy law, and governance matters affecting the SGER (Strategic Gas Emergency Reserve) Programme.
Duties and Responsibilities: Supporting the SGER team with the provision of legal advice across a range of areas relevant to the progress of the SGER Programme.Managing and supporting external legal advisors to deliver required business outcomes.Identifying areas of potential legal risk, developing reporting structures in relation to those risks, and conducting reviews where required.Promoting legal awareness and communicating to the business when legal input should be sought regarding SGER.Engaging directly with and influencing key external stakeholders such as relevant Government departments, NewERA, the CRU, and other regulators regarding SGER.Drafting, reviewing, and negotiating various commercial contracts and tender documents as appropriate and advising in relation to the structuring of same.
Providing in-house legal advice for all Supply Chain and procurement matters, including construction contracts with support from external advisors as appropriate.Supporting the training of the Programme team in relation to corporate, commercial, and energy law and governance matters.Attendance at various fora related to contract and governance approvals.Keeping GNI Corporate CLO and Head of Legal briefed and up to date on key project developments as appropriate.Knowledge, Skills and Experience: Qualified Solicitor with circa 7 years post-qualification, including at least 2 years in commercial contracts – experience of construction and/or health and safety laws advantageous but not essential.Ability to consider a wide range of legal issues across a broad spectrum of legislation and to provide practical recommendations to the business, taking a risk-based approach.Ability to review and negotiate complex commercial contracts, advising on risks and practical mitigation measures.Ability to deal confidently and professionally with day-to-day issues and handle complex issues with limited supervision.Knowledge of public procurement procedures and legislation desirable.Knowledge of standard form construction contracts and legislation desirable.Applications, including current Curriculum Vitae, should be emailed to the following address stating the job title and reference number in the subject line of your email: ******
