Corporate Governance Manager (Senior Executive Officer) The Medical Council are looking to recruit a Corporate Governance Executive at Senior Executive Officer Grade.
Key Responsibilities:   * Report to the Head of Council Governance or Head of Corporate Affairs on all matters pertaining to the work of the section.
* Co-ordination of the operations, meeting support and logistics management for all Council meetings - Governance, Regulatory and Extraordinary Council Meetings to include:   o agenda management o accurate minute taking o attendance and quorum management o tracking actions  o gathering and collating the documentation to support Council meetings.  o uploading meeting materials to the Council's Documental Portal and/or Secure File site o managing the process deadlines effectively for the flow of information to all Council meetings o responsible for meeting arrangements e.g.
catering, room bookings, IT requirements  o supporting communications with Council members and responses to queries * Co-ordination of the operations, meeting support and logistics for any additional Council events to include Away Days.  * Provide support and tracking across other Council Governance activities including recruitment campaigns, new member induction processes, tracking terms of appointments, elections process, Committee terms of reference, website updates and updating of Council resources area * Develop and manage key internal relationships to ensure successful delivery of service to Council.
* Develop and manage relationships with Council members, in particular the President and Vice-President to ensure successful delivery of service to Council.
* Assist in the development of tailored induction, Training and Development programmes for both Council and Committee members * Make arrangements for speakers, venues, catering, training materials and issue of CPD certification to attendees in relation to training events.
* Co-ordinate governance activities such as compliance with statutory requirements such as the Code of Practise for the Governance of State Bodies, Medical Council Governance Framework documentation and Standing Orders, Ethics in Public Office returns and maintenance of the Register of Interests for Council Members and any other relevant legislative requirements.
* Identify and implement continuous business process improvements in the support activities for Council, Committees and other corporate governance arrangements.
* Work closely with their reporting manager in delivering on a range of key activities including, business planning, risk management (to include identifying, assessing, monitoring and addressing risks), adherence to data protection / information governance requirements, annual and other reporting, corporate governance matters and business process improvements.
* Perform any other duties as may be assigned from time to time.
Essential Criteria * At least 2 years relevant company secretarial experience ideally in a similar role within a professional body, a health service provider or similar organisation.  * Experienced minute taker * Knowledge of conflict of interest protocols as they apply to State Boards.  * Knowledge of the operation of cloud-based repositories for distributing meeting packs and minutes.  * Third level qualification or equivalent in a relevant area such as public administration or law.  Essential Characteristics: * Ability to work independently, to demonstrate initiative and to work as part of a team.

* Highly organised approach and strong attention to detail in executing complex tasks and procedures.
* Ability to be clear, comprehensive and concise in communications, including reports (both qualitative and quantitative), minutes and publications.   * Highly organised approach and strong attention to detail in managing information, including file management and use of ICT.
* Ability to deal with a wide range of people of various professional backgrounds who use and are relevant to procedures and activities of the Medical Council * Work with confidential information and maintain confidentiality * Available as required, from time to time to work outside of the core hours listed below.
Desirable Characteristics: * Knowledge of professional regulatory processes and procedures * Working knowledge of the Code of Practice for the Governance of State Bodies 2016 * Knowledge of registration and appeal processes with a regulated profession * Knowledge of immediate suspension processes and sanction confirmation processes with a regulated profession.  Details of this Appointment: SEO:   Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.
  Salary: Starting salary will be at €57,122 which is the first point of the Senior Executive Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.  There will be salary increment each year in line with the Senior Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached.
The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.    SENIOR EXECUTIVE OFFICER   €57,122           €58,791           €60,459           €62,124           €63,796           €65,460    €67,129                  €69,537 1 ( LS1 After 3 years satisfactory service at the maximum)                                                    €71,939 2   (LS2 After 6 years satisfactory service at the maximum) Annual Leave: 29 working days plus public holidays  Hours: 35 hours per week, Mon-Fri.  Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2.  We operate a hybrid working model with both remote working and a current requirement for on-site attendance two days per week,  Pension: The Medical Council offers a pension through the Public Sector Scheme.
Contributions to the scheme will commence on joining the organisation.
Candidates currently working in the Public or Civil Service may transfer their pension.
