Job Title Energy Policy Analyst (Policy & Programme Evaluator) - Programme Executive Salary €50,001 pa (Other arrangements may apply if coming directly from another civil or public service body) Tenure 5-year fixed term contract Work Location Dublin Closing Date Midnight, Tuesday 1st October 2024 Role Profile We have an exciting opportunity in the Department of Data & Insights, Energy Policy & Programme Evaluation Unit.
  The successful candidate will be responsible for conducting programme evaluation planning, carrying out quantitative and qualitative impact evaluations of SEAI's grant programmes (supporting energy efficiency and renewable energy deployment), and broadly support agile and reflective programme delivery across the organisation.
  Reporting to the Energy Policy & Programme Evaluation Programme Manager, the successful candidate will work closely with other teams such as Energy Statistics, Energy Modelling, Behavioural Economics, and the wide array of Programme delivery units.
  This position will play a key role in the Data & Insights Department.
  The successful candidate will join an enthusiastic and innovative team who are committed to the drawing crucial lessons about the real and potential impact of SEAI's programmes, as well as providing support to the Government's future energy efficiency policies.
Essential Requirements A degree (a minimum of NFQ Level 7 or greater) in a relevant discipline such as but not limited to Economics, Data Science, Statistics, Energy Science, or Engineering.
Minimum three years' experience working in these areas, or similar (can include graduate research work e.g.
as a PhD student).
Experience applying statistical modelling software such as Stata, R, Python, or similar.
Excellent computer skills including a proficient use of Microsoft Excel, including spreadsheet construction and use.
Some knowledge of Irish, European, and/or international energy policy / energy sector landscape.
Excellent communication (written and oral) and interpersonal skills, including ability to communicate technical information to non-technical audiences.
Desirable Requirements Qualification at Masters or PhD level.
Specific expertise in energy systems in one or several major sectors corresponding to SEAI's programmes, such as: renewable energy, transport systems, building energy efficiency, and/or building heating/cooling systems.
Experience with policy assessment methods such as cost benefit analysis, cost-effectiveness analysis, life-cycle analysis, sensitivity analysis and scenario analysis.
Experience conducting qualitative research.
Experience applying econometric methods, e.g.
experimental and quasi-experimental design, data collection and sampling strategies; and estimation and interpretation of statistical models.
Eligibility to Work The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested.
Failure to submit the required evidence, and failure to hold a valid permit/visa during the period of the contract, will result in the application and/or contract of employment being rendered void.
