Head of Registration The Medical Council of Ireland is seeking to appoint a Head of Registration (Assistant Principal Higher Grade) to lead its Registration team on a permanent, full-time basis. The Registration function is central to the delivery of the Medical Council's purpose and vision and this pivotal leadership role will be responsible for all processes and responsibilities relevant to the day-to-day management and critical process improvement of the Registration function.
This role will report to the Executive Director, Regulatory Operations & Support Services and will be responsible for implementing and embedding process improvement changes and in doing so create and implement policies and standards of continuous process engineering/improvement within the Registration team.
The overarching expected output of this role is that it will be accountable for leading the required transformation of the current function and delivery of business plan deliverables. This role is expected to work in collaboration with the Head of Registration Projects - a separate role which will lead out on the continuous process improvement which is necessary for the delivery and success of this core function.
Key responsibilities will include: This role is responsible for the following core processes and day to day leadership and management of delivery and performance of the function to agreed SLA's and KPI's.
Core Processes & Operations Maintenance of the Register of Medical Practitioners First time applications for registration Retention of registration Removal of registration Restoral of registration PRES Providing support and advice to the ED, CEO and Council Members and committee members on all relevant Registration areas.
Providing advice on the formulation of new policies and strategies for Registration. Day to Day Management of the function Ensuring the Registration Function delivers against the requirements of the annual business plan.
Monitoring core business activities to ensure they are on track and identifying appropriate action to facilitate same.
Ensuring the function operates to key performance metrics as defined in the Annual Business Plan.
Form effective and trusted relationships with relevant Committees of Council Implementing an effective organisation structure to support the remit of the Function, and effective integration with other parts of the Council.
Ensure effective annual and multi-annual planning within the Function and management of performance against the plan.
Participate in annual and multi-annual planning across the Council.
Be responsible for ensuring an effective approach to resource and Human Resource management within the Function.
Be responsible for delivering the Council's people strategies within the Function.
Be responsible for the effective management of the Function's budget, assuring best use of the financial resources of the organisation; with a particular focus on management of external costs.
Be responsible for the Function's adherence to organisation wide policies including issues such as records management, data protection and risk management.
Co-operating with all Council control and audit functions and activities Leadership Play a key leadership role in driving the Function's transformation programe.
Deliver the annual business plan and KPI's for the function.
Develop team competencies and capabilities and create a talent pool to manage and build an ongoing succession to ensure service levels are accomplished.
Create a positive and effective working culture within the Function, contributing to the development of such a culture and effective working relationships across the Council.
Be a role model living the values of the Medical Council as it seeks to improve patient safety and support doctors in achieving high standards.
Represent the Council with external stakeholders as required.
Base strategies, policies and plans on insights from data and research and best practice nationally and internationally.
Risk Take a leading role in the management of risk within the Medical Council - identifying, assessing, monitoring, and addressing risks .
Essential Criteria: Relevant third level qualification or equivalent Applicants must have substantial (4+ years) and relevant management experience in a similar stakeholder interface role within a regulator, professional body or similar organisation. 3+ years' experience in leading and building a team.
Desirable Criteria: Knowledge of the Medical Practitioners Act and EU registration framework including the requirements of Directive 2005/36/EC A knowledge of Lean and basic familiarity with statistics is desirable.
Project management skills/experience Essential Characteristics: Proven leadership experience with the ability to motivate and inspire a team.
Proven experience in stakeholder engagement and collaboration with the ability to network & collaborate with diverse stakeholders and build effective partnerships and alliances.
Proven experience in working in a highly complex environment and ability to ensure continuous learning and development within a team.
Excellent verbal and written communication skills.
Analytical and problem- solving abilities with a data-driven approach, Ability to demonstrate sound strategic and operational judgment; to think critically and seek creative solutions and to lead by example and support teams to achieve strategic outcomes.
Team player with strong collaboration, interpersonal and people-management skills Excellent time management, planning and prioritisation skills.
Highly organised approach and strong attention to detail.
Ability to identify and drive process improvements.
Details of this Appointment: Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.
Salary: Starting salary will be at €86,811 which is the first point of the Assistant Principal Higher Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary. There will be salary increment each year in line with the Assistant Principal Higher Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached.
The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. ASSISTANT PRINCIPAL HIGHER €86,811 €90,112 €93,423 €96,732 €100,039 €101,973 €105,2531(LS1 After 3 years satisfactory service at the maximum) €108,5442 (LS2 After 6 years satisfactory service at the maximum) Annual Leave: 30 working days plus public holidays Hours: 35 hours per week, Mon-Fri. Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2.
We operate a hybrid working model with both remote working and a current requirement for on-site attendance two days per week.
Pension: The Medical Council offers a pension through the Public Sector Scheme.
Contributions to the scheme will commence on joining the organisation.
Candidates currently working in the Public or Civil Service may transfer their pension.
