AirNav Ireland is seeking to make an appointment to the following position:
Operations Manager, Cork Terminal Business Unit (CTBU) JOB DESCRIPTION: Job Purpose The Operations Manager, Cork Terminal Business Unit (CTBU) is responsible for the delivery of safe, efficient, and cost-effective ATM/ANS services to ANSP customers and for providing active support in the formulation and delivery of ANS/Corporate Strategic developments.
The Operations Manager CTBU is the Nominated Person for their operational area and is responsible for:
Ensuring the delivery of a safe and efficient ATM/ANS services in compliance with all applicable standards and regulatory requirements.Establishing and maintaining the standards in their area of responsibility and ensuring that adequate procedures and training are available to their staff according to the relative job functions.Ensuring the management of safety risks and security threats to ANSP operations.Ensuring operations are conducted in accordance with the Management System.Implementation of corrective and preventative actions in response to Compliance, Safety, Security and Quality audit findings.Main Duties and Responsibilities Manage the delivery of ATM/ANS services in a safe, orderly, and cost effective manner in compliance with International and National standards, procedures, and requirements.Foster a culture of operational focus, safety, security and compliance awareness.Manage the implementation of Operational and Safety Strategies and plans.Manage all ATM resources to ensure optimum utilisation vis-à-vis traffic demand, implementing and maintaining operating procedures aimed at ensuring that peak traffic flows do not exceed available capacity, devising, validating, obtaining approval for and implementing strategic plans aimed at ensuring that ATM capacity is available to meet forecast traffic demand.Identify the need and contributions to trials, studies, and simulations to determine optimum airspace and sectorisation configurations in terms of capacity and efficiency.Identify and ensure the necessary staffing levels and operating skills are available and maintained to meet current and future demand.Inform the General Manager Terminal Services of developments and activities and highlight any implications for the Unit or the ANSP.Obtain, the financial and resources, budget approval to develop and implement the annual Work Programme.Ensure efficient and effective management of personnel, overtime, TiL and OH/PH liability.Provide direction, guidance and motivation to direct reports and evaluate their performance, implementing the ANSP's Performance Management System and deal with employee relations issues in the domain.Oversee the performance of Station Managers, conduct annual performance reviews in line with the MPD scheme.Ensure Station Managers attend scheduled management training.Manage attendance in line with the Absence Management Policy and Procedures.Contribute to the efficient management and development of the Operations Directorate through effective teamwork and two-way communications including Team Briefings and constructive input into Directorate and Corporate planning activities.Manage health and safety issues in accordance with the Company's Safety Statement.Implement the ANSP's Personnel Policies and Procedures.Liaise with appropriate Stakeholders (adjacent ANSPs, GA community, airline operators and airport authorities etc) to ensure that ATM / airspace capacity is maintained in line with forecast demand.Represent the ANSP at appropriate national and international fora or as directed by the General Manager Terminal Services.All duties as outlined and in accordance with the Security Management Manual.All duties as outlined and in accordance with the Safety Management Manual.Other duties as may be assigned, where appropriate.Reports To: General Manager Terminal Services
Direct Reports: Station Managers, ATCOs, Data Assistants and Administrative Staff as determined by the annual work programme.
Relationships Internal: In addition to direct reporting relationships, the postholder is required to liaise with all personnel and Directorates in the ANSP.
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.
PERSON SPECIFICATION Qualifications, Knowledge, Experience & Skills Appropriate third level qualification or equivalent experience.Minimum of 3+ years' management experience in an aviation (preferably Air Traffic Management) or related industry environment.Knowledge of applicable EU and national safety regulations and any associated requirements and procedures of ATM /ANS operations.Demonstrable experience in the application of aviation safety standards and operating practices.A proven ability to lead, manage and motivate staff.Knowledge and understanding of the ANSP's strategy.Excellent communication, interpersonal and problem-solving skills.Excellent management and presentation skills.Strong business acumen with a focus on customer service.Knowledge of resource planning activities.Knowledge of airspace design and classification.Applications, giving full details of experience and suitability for the position, should reach Ann Marie Ward, Human Resources Directorate (******) not later than 12:00pm on Friday 29th November 2024.
