Division / Department overview  Market Framework  ComReg's Market Framework Division is responsible for the regulation of Ireland's radio spectrum.
Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.)
take place. It is a valuable national resource underpinning important economic, social and communications activities.  Within Market Framework, the Spectrum Intelligence and Investigations Unit ("SIIU") is responsible for ensuring the integrity of the spectrum resource.
Work within the SIIU is divided into three work streams; radio frequency interference investigations, radio spectrum monitoring and compliance and enforcement.   ComReg has commenced the roll out of a replacement modern Radio Frequency Monitoring Network (RFMN).
This will greatly enhance ComReg's capabilities to proactively monitor the use of Irelands radio spectrum national resource and intercede where appropriate, in so doing enriching and advancing the nations connectivity potential.  The role and responsibilities  Reporting to the Manager, Spectrum Intelligence and Investigations, the Spectrum Network Monitoring Engineer plays a key role in driving the continuing rollout of the RFMN in particular with site selection, design, planning, construction, integration and optimisation of future sites as well as maintenance, optimisation and where necessary upgrading of existing fixed sites and mobile vehicular units.
This will include:  Day to day operation, maintenance and upgrades of existing RFMN fixed sites and mobile vehicular units;  Site selection, design, planning, power, construction, integration and optimisation of future RFMN fixed and mobile sites;  Relationship management with site providers, sub-contractors, vendors, utilities and planning authorities where relevant;  Support the spectrum monitoring team with respect to measurement campaigns, hardware and software site upgrades, antenna placements etc.
; Draft and maintain standard operating procedures for site access, maintenance, repair and upgrade;   Review and approve risk assessment methodologies and all other relevant health and safety documentation in regards to any planned works on sites by ComReg Staff, sub contractors or vendors;   Submit risk assessment methodologies and all other relevant health and safety documentation in regards to any planned works on sites by ComReg Staff, sub contractors or vendors to relevant site providers;  Maintain the RFMN equipment inventory and ensure all equipment is made available for calibration as and when necessary and that this is planned appropriately;   Maintain all site documentation (plans, methodologies, structural analysis, drawings, photos) from initial site design through to build and completion;   Support the Lead Field Engineer with respect to radio spectrum interference investigations and enforcement actions.  Please note: This role will require the successful candidate to work flexible hours and undertake extensive field work and be willing to undertake mast climbing and rope access training;  Qualifications and Experience required  Essential  A 3rd level qualification in Engineering, Science, Technology or have equivalent work experience   Knowledge of radiocommunication systems, technologies and radio engineering;   Proven experience working in telecommunications and Telecoms construction industry;  A full clean Class B drivers licence;  Good knowledge of Auotcad   Experience in undertaking radio measurements in the field, using Spectrum analysers, receivers, DF antennas  Experience in the planning/installation/commissioning/troubleshooting of radio networks .  Desirable  GIS , experience in gathering, mapping , analysing and presenting GIS data.  Ability to Draft Technical reports for review by an expected audience of Economists, Lawyers and Engineers.  Core Competencies & Skills for the Role  In addition to your technical qualifications and experience, you will bring professional competencies and skills in the following core areas: Analytical & Critical Thinking Objectively analyses and evaluates information in order to identify patterns between situations that are not obviously related.
